We are seeking an inspiring, values‑driven Senior Manager who brings energy, passion, and a deep commitment to supporting adults with complex disabilities to live full, self‑directed, and meaningful lives. This is a leadership role for someone who believes in people’s potential, champions human rights, and leads with authenticity and purpose.

Guided by New Directions and our strategic vision, you will shape a modern, empowering model of service that supports adults to grow in independence, strengthen their skills, and participate fully in their communities. As a key member of the Senior Management Team, the Head of Adult Services will play a pivotal part in shaping and executing the strategic vision for the CRC while providing strategic leadership in the management, oversight, development, and delivery of Adult Services in the CRC. The post holder will drive service excellence, innovation, and continuous improvement in alignment with organisational priorities. This role is about more than managing services, it is about leading transformation, inspiring teams, and driving a modern, community‑focused model of support that enables adults to live the lives they choose.

Key responsibilities include leading Adult Services in areas such as the Service Arrangement, the Annual Report, and the School Leaver process. Additionally, the post holder will spearhead the development of new initiatives, ensure robust safeguarding measures, oversee policy development, leverage data analytics for informed decision-making, and uphold compliance with policies and relevant legislation.

The successful candidate must have the following essential requirements:

  • A relevant third level qualification in Social Care, Disability Studies or related field — typically at NFQ Level 8 or higher, and/or qualified HSCP.
  • Minimum 5 years relevant experience, including roles directly involved in disability service delivery, to include at least 3 in a management position.
  • Experience working within a HSE-funded organisation and an understanding of relevant governance, compliance, and quality frameworks.
  • Demonstrated ability to lead teams, including staff supervision, development, and performance management.
  • Experience in managing multi-disciplinary teams and working collaboratively with stakeholders, families, and service users.
  • Strong experience in budget management, service planning, and operational oversight.
  • Significant experience of managing and leading teams within a changing environment.
  • In depth understanding of HSE policies and the implementation and application of New Directions Policy and the Interim Standards.
  • Full clean driver’s license and willingness to travel across service locations.
  • Flexibility to work outside standard hours as needed to meet service demands.
  • Strong IT proficiency in Microsoft Office and relevant care management systems.
  • Experience in policy development and service evaluation.

Desirable Criteria

  • A qualification in management, leadership or business.
  • Understanding of Human Rights-based approaches and national disability strategies.
  • A Lean qualification e.g. Lean Six Sigma belt qualifications
  • Candidate can demonstrate a strong commitment to continuous improvement and efficiency in service delivery through the application of Lean Principles (or similar).

Additional Eligibility

  • Eligibility to work in Ireland.
  • Full compliance with Garda vetting, occupational health requirements, and professional references as required by HSE recruitment procedures.
