The Role:

The Health and Safety area is responsible for ensuring & supporting compliance with company, national & European level health, safety, quality & environmental standards for Uisce Éireann. The team provides governance and specialist advice across the business areas and manages the maintenance and assurance of the quality, environment and energy management systems to ensure appropriate H&S compliance with regulatory requirements.

The Health and Safety Team support the operational areas of the business to deliver on their health and safety responsibilities. They support the implementation of the safety management systems and roll out tools including processes and procedures to support health and safety compliance. They support the development of a safety culture appropriate to our organisational values which facilitates us to deliver on our Work Safe Home Safe vision and beliefs. The team also provide governance and specialist health and safety advice across assigned business areas and are the visible presence of safety in the regions. The team work with the business and the broader health and safety team to monitor the implementation of safety management systems and investigate and respond appropriately to internal health and safety trends and developments and external requirements such as legislative changes and regulatory requirements and expectations.

Reporting to the Health & Safety Technical Lead, The Health and Safety Advisor provides local Health and Safety support, advice and monitoring to Uisce Éireann staff, Local Authorities, and contractors. The role holder acts as a local point of contact for Health and Safety expertise and assists contractors, Local Authorities, business partners and others with Health and Safety programme and system implementation. 

Main Duties and Responsibilities:

  • Ensure the delivery of the provision of water and wastewater Health and Safety services within Uisce Éireann are consistent with overall company strategy
  • Support a company-wide understanding of Health and Safety obligations across all activities, fostering a culture that prioritises the safety of our employees, contractors, Local Authority colleagues, and customers
  • Communicate and report on organisational Health and Safety water and wastewater related risks, trends and implications that need to be brought to the attention of the Health & Safety Technical Lead
  • Collaborate with the IMS teams to ensure that the company-wide Integrated Management System is embedded in line with industry best practices. 
  • Facilitate the communication and implementation of Health and Safety policies and procedures in the respective region to ensure compliance with all applicable national and Uisce Éireann specific regulations
  • Support management teams in effective Health and safety management in day-to-day operations of the region and provide support to them in creating and promoting a safe working environment
  • Ensure that any water and wastewater processes conducted at a regional level incorporate Health and Safety standards and regulations
  • Carry out inspections, and audits, of contractors, suppliers, Local Authorities and Uisce Éireann facilities, report on findings, and check compliance with corrective and preventative actions
  • Support the Health & Safety Technical Lead in tracking water and wastewater related health and safety incidents, analyse trends and work closely with the Health & Safety Technical Lead to identify opportunities for improvement (i.e., action plans, ‘Lessons Learnt’ etc.) 
  • Work closely with colleagues to bring best practice for behavioural safety to the organisation
  • Provide guidance to Uisce Éireann staff, Local Authority staff, contractors, and operators in the implementation of Uisce Éireann health and safety requirements
  • Provide reports and key regional safety metrics as required by the Health & Safety Technical Lead (Operations)in relation to safety aspects of Uisce Éireann’s work in their respective region
  • Support the Health & Safety Technical Lead, and work with relevant HR teams in identifying and administering recognition programmes to promote safe work performance
  • Ensure that programs and processes are in place for efficient and effective achievement of Uisce Éireann safety objectives and Uisce Éireann Health and Safety -related KPIs
  • Gather, evaluate, organise, manage, and collate information in a variety of formats working with the Process Safety, Safety Performance and Programmes teamon same
  • Provide support and specialist advice on Health and Safety matters
  • Implement and maintain Health and Safety Policies and Procedures, incorporating legislative requirements, industry best practice and other requirements
  • Support the Health & Safety Technical Lead in conducting risk assessments of water and wastewater treatment facilities, systems, and processes and implement appropriate control measures to mitigate risks
  • Keep abreast with local, state, and legislative regulations pertaining to wastewater management
  • Support the Health & Safety Technical Lead in the identification of corrective actions and the issuing of them to the Programme Managers/Project Managers.

General Duties and Responsibilities:

  • Collaborate with key internal stakeholders across the UÉ business. 
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
