HGV Driver with Team Leader Duties
Location: Killyvilly Depot, Enniskillen. Reserve list to be compiled for Gortrush Depot, Omagh. The postholder will be required to work across the Fermanagh and Omagh District area as necessary.
Hours: 37 hours per week (Monday – Friday). On occasions you may be required to work during evenings, weekends and outside normal hours to provide support in emergencies or unexpected events. You will be required to work on public holidays.
Salary: Scale 5+1; SCP15-20; £15.08 - £16.37 per hour; £29,093 - £31,586 per annum. Salary will be paid on a monthly basis.
Main Purpose of the JobTo drive and be responsible for the allocated HGV Refuse Collection Vehicle for the purpose of providing an effective and efficient waste collection service. On a daily basis provide effective team leadership and direction to the allocated refuse collection crew. To provide flexible and effective cover across the service area driving a range of vehicles for the purposes of waste collection, cleansing or any other allocated service areas. To implement appropriate and approved Safe Systems of Work and Risk Assessments during all service operations ensuring the health and safety of self, the crew, other road users and members of the public.
Key Areas of Work1. Service Delivery:
To undertake the duties of the post, at all times, in a manner that enhances and promotes a positive image of the Council and its employees.
To deal with the public in a polite and courteous manner and in line with the Council’s Customer Care Service Standards.
Responsible for direction of the allocated refuse collection crew.
To work safely, as part of the refuse collection crew, at all times and in particular during periods of adverse weather conditions.
Any other duties as may reasonably be requested from time to time e.g. gritting, snow clearance, debris clearance and sandbagging where necessary.
2. Health and Safety:
To take reasonable care for health and safety of self and others, at all times, in accordance with Health and Safety legislation and the Council’s policies, Codes of Practice and procedures (e.g. Safe Systems of Work, risk assessments).
To exercise proper care in the handling, operating and safeguarding of tools, equipment, vehicles or appliances in the operation of allocated duties and in line with the Council’s Safe Driving at Work procedure.
To follow safe systems of work, attend toolbox talks and health and safety training.
Use and maintain equipment provided such as tracking, in-cab system, 2-way radio/mobile communications, logging systems and lone working devices.
To wear and take care of the designated PPE provided and to ensure that the crew members also wear the designated PPE.
Report accidents / incidents and near misses.
Act in a responsible manner in relation to driving the vehicle and ensure vehicles are reversed in line with the safe systems of work established by the Council.
3. Recording and Reporting:
Record and report details of all vehicle checks, log entries, maintenance issues, defects and damage to garage staff.
Report all incidents and complaints to your Line Manager/Supervisor.
Report damage and maintenance requirements to Council property e.g. litter bins, signs, building defects etc.
4. Learning and Development:
To participate and attend planned learning and development and undertake designated training to ensure knowledge and skills are kept up-to-date.
To help identify learning and development opportunities that will assist with improved service delivery.
Drive and operate heavy goods vehicles and maintain appropriate licencing requirements including driver’s licence, CPC training and tacho card where appropriate (complete daily log book when tachograph card not in use).
Carry out a daily vehicle check and record findings on daily vehicle check sheet and complete vehicle defect book as required (if defect is found). Report defect to Lead Mechanic (or member of Fleet team) and also inform Line Manager.
Carry out cleaning of the vehicle – inside and out; ensuring mirrors, cameras and cab is free from obstructions.
Responsible for the completion of the specific work schedule in relation to the list of duties including the collection of refuse bins, assist with the loading of refuse vehicles and the necessary tipping. Ensure no mixing of different waste streams takes place.
Inspect bins to ensure compliance with Council procedures on recycling and waste management and ensure any rejected bins are marked with appropriate sticker.
Ensure that any spillages which occur during collection are immediately cleared.
Ensure all depot regulations in relation to vehicle management are adhered to e.g. speed limits, parking, refuelling, etc.
Log into vehicle tracking system once vehicle ignition is turned on. Log into and utilise the in-cab system for route information including identified route risks. Update in-cab system to detail any non-collections and the reasons e.g. reporting damaged or heavy bins, excess waste presented for collection, illegal dumping, any lost or damaged bins or other problems encountered on the collection run. Ensure that such issues are reported verbally to Line Manager/Supervisor upon return to depot where in-cab system is not operating. Where issues arise with bins on the collection route ensure stickers are placed on the bin with details of the issue.
Ensure all daily collections are completed and any omissions are notified via the in-cab system or to Line Manager (or to administrative support staff where Line Manager/Supervisor is not available) upon return to depot where in-cab system is not operating.
Provide effective team leadership to the regular and non-regular crew including carrying out and/or identifying learning and development requirements on an ongoing basis.
As Team Leader, liaise with Recycling Centre employees during waste collections and ensure safety of self, team and recycling centre employees. Completing and maintaining skip emptying schedules.
Facilitate the familiarisation and training of crew on operation of vehicle and associated equipment to ensure all tasks are completed in a safe manner.
Continually assess load to ensure overloading is avoided and tip as necessary.
Ensure that onboard cameras and camera monitor are operational and used and that all other safety devices are fully operational and used.
Ensure supply of compostable food caddy liners on the lorry for issue to customers who require them.
Ensure cab and body of vehicle are kept clean and litter free, and ensure that the vehicle is emptied of refuse and other material at the end of the working day at the designated tipping facility.
Follow reporting procedures in relation to accident/breakdowns to vehicle, third party vehicle or property to Supervisor. Assist in the completion of accident forms and insurance report forms as necessary.
Report debris, illegally dumped items, fly-tipping and dead animal carcases on areas maintained by the Council.
Carry out assisted bin collections at premises as instructed by Line Manager.
To provide advice to residents/service users in assisting them in managing their waste and actively promoting the Council’s recycling initiatives through delivery of information leaflets and stickers as required and to provide accurate advice to the public regarding Council services. To continually promote and lead in good working relationships between the allocated team, wider council colleagues and members of the public.
Assist with the communication of any alterations to normal service via direct communication with the public. Contribute to any proposed routing re-design processes providing practical insight and advice.
Comply with the Road Traffic Act and all driving regulations. Carry out dynamic risk assessment of situations which may arise in the course of service delivery.
Assist with providing appropriate data with regards to monitoring and reviewing of recycling targets.
To attend team meetings as requested by line manager.
When not undertaking refuse collection vehicle driving or loading, to assist with other waste management tasks including street sweeping, litter picking, clearing fly-tipping, bulky household collections, bin deliveries, working at Household Recycling Centres. This interchange of duties will also cover for annual leave, sickness absence and outstanding vacancies.

Person SpecificationEssential Criteria
Applicants must, as at the closing date for receipt of application forms, hold a valid Heavy Goods Vehicle (HGV) licence, Category C minimum and be in possession of a fully completed Certificate of Professional Competence (CPC) card.*
A minimum of one year’s experience driving a HGV on the public highway.
Ability to carry out duties in a responsible manner with minimum supervision.
Ability to maintain accurate records.
Ability to deal with members of the public.
Desirable Criteria
A minimum of 2 years’ experience driving a HGV on the public highway.
Experience of operating a refuse collection or similar type vehicle.
