JOB REQUIREMENTS
Minimum Eligibility RequirementsMinimum Eligibility Requirements are the minimum requirements for the position and are set out by the Department of Housing, Local Government and Heritage for administrative and technical/engineering grades.
For outdoor grades and some specialised grades, the minimum eligibility requirements are set out by Kilkenny County Council Human Resources Department in consultation with the relevant Line Manager, as they are not set centrally by the Department.
Applicants will be required to submit scanned copies of documentation to establish that they meet the following minimum eligibility criteria.
CharacterEach candidate must be of good character. Employment of the successful candidate shall be subject to satisfactory references.
HealthEach candidate must be free from any defect or disease that would render them unsuitable for employment and be in a state of health that indicates a reasonable prospect of being able to render regular and efficient service.
To satisfy the health requirement, each successful candidate must, before appointment, undergo a medical examination by a qualified medical practitioner nominated by the local authority.
If, after undergoing the medical examination, the candidate does not take up the post, the cost of the medical examination must be refunded to the Council.
Education, Training, ExperiencePlease Note:
- Failure to upload all required documents (qualifications, identification, etc.) at the submission stage will automatically result in an invalid application.
- Candidates should satisfy themselves that their educational qualifications meet the minimum requirements for this position.
- Non-Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Failure to do so will render the application inadmissible.
- Failure to fully complete each question on the application form may render the application invalid. Answers that redirect to other responses are not permitted.
Each candidate must, on the latest date for receipt of completed application forms:
- Have completed and passed all phases of a recognised apprenticeship in HGV (Heavy Goods Vehicle) Mechanics or Construction Plant Fitter and possess documentary evidence in support of this, such as a National Craft Certificate, QQI Certificate, or equivalent. The successful candidate will also be required to undergo a practical test.
- Possess a standard of education sufficient to enable them to efficiently maintain the books and records required for maintenance record keeping.
- Demonstrate the ability to work independently, accurately, and efficiently under challenging time constraints.
- Possess adequate training and at least three years' experience within the last five years as a Fitter/HGV Mechanic to enable the appointee to discharge the duties efficiently.
- Have good knowledge and experience of RSA requirements for maintaining, diagnosing, and repairing HCV and LCV vehicles for CVRT, vehicle maintenance, and repair.
- Have experience in the repair and maintenance of a wide range of vehicles, including but not limited to:
- Have experience and a good working knowledge of modern vehicle systems, including but not limited to:
- Be familiar with, and have some experience in, welding techniques such as MIG, ARC, brazing, and soldering.
- Be a competent driver and hold a current full Category B Driving Licence without endorsement.
- Have valid Manual Handling training on appointment.
- Hold a current Safe Pass Card on appointment.
- Be prepared to obtain a full Category C Driving Licence within a timescale agreed with the Technical Services Supervisor.
- Have a satisfactory knowledge of Health and Safety responsibilities.
Kilkenny County Council may include desirable requirements for any position advertised. Desirable requirements are those that would be beneficial in optimising job performance and may be used, if necessary, to reduce the number of candidates called for interview.
CitizenshipCandidates must, by the date of any job offer, be:
- A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or
- A citizen of the United Kingdom (UK); or
- A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
- A non-EEA citizen who is a spouse or child of an EEA, UK, or Swiss citizen and holds a Stamp 4 visa; or
- A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and who holds a Stamp 4 visa; or
- A non-EEA citizen who is the parent of a dependent child who is a citizen of, and resident in, an EEA Member State, the UK, or Switzerland.
It is desirable that each candidate:
- Has practical experience repairing and maintaining:
- Has practical experience operating Jaltest vehicle diagnostics.
- Has previous employment in a workplace with a strong focus on Health and Safety and the operation of Safety Management Systems.
- Has undertaken, or is willing to undertake, basic training to work safely and effectively with electric vehicles.
The duties may include, but are not limited to, the following. The post holder may be required to perform other duties appropriate to the position as assigned from time to time and contribute to the development of the post while in office.
- Carry out all duties assigned by Line Managers and supervisory staff relating to the repair and maintenance of vehicles, machinery, and other related duties.
- Work in any premises used by Kilkenny County Council, including any future premises required by the Council.
- Initially be based at the Machinery Yard, Hebron Industrial Estate, Kilkenny. However, the Council may, at its absolute discretion, assign the employee to another work location as required.
- Maintain and submit records and reports relating to duties as directed.
- Operate systems, including information technology, where necessary to achieve maximum efficiency.
- Drive a van as required in the course of duties.
- Comply with Kilkenny County Council's Corporate Safety Statement, Council Policies and Procedures, Departmental Safety Statement, and all relevant legislation and regulations, including any future policies introduced by the Council.
- Operate machinery, appliances, equipment, and associated items as required, including existing and future technologies, and be responsible for equipment under their control.
- Carry out any other duties assigned from time to time.
- Supply their own set of maintenance tools if required.
- Perform duties in accordance with established work practices of the County Council, including agreements between the Council and Staff Unions.
- Be available for the Winter Maintenance Roster.
- Be available for overtime as required.

PARTICULARS OF OFFICEType of PostA panel will be formed from which Permanent, Temporary, Fixed-Term, and Specific Purpose contract positions may be filled.
SalaryThe salary shall be fully inclusive and shall be as determined from time to time.
The holder of the office shall pay to Kilkenny County Council any fees or other monies (other than inclusive salary) payable to and received by them by virtue of the office or in respect of services they are required by law to perform.
In accordance with EL02/2011, persons who are not serving Local Authority employees must be placed on the minimum point of the salary scale. Where a person appointed is already a serving Local Authority employee, normal starting pay rules will apply.
The rate of remuneration may be adjusted from time to time in line with Government policy.
The current salary scale for the position is €814.16 (Point 1) to €936.23 (after 9.5 years) gross weekly pay.
Superannuation ContributionPublic Service Pensions (Single Scheme and Other Provisions) Act 2012New members joining the public sector on or after 1 January 2013 are required to join the Single Public Service Pension Scheme.
The scheme applies to all first-time entrants to the Public Service and former public servants returning after a break of more than 26 weeks.
Contributions consist of:
- 3% of gross pensionable remuneration.
- 3.5% of net pensionable remuneration (gross pensionable remuneration less twice the value of the Contributory State Pension).
The normal retirement age under this scheme is the age at which the Contributory State Pension may be claimed. The minimum pension age is 66, and the compulsory retirement age is 70.
Persons Who Commenced Public Service Employment After 6 April 1995 and Before 1 January 2013Employees who became pensionable during this period, without a break in employment, will join the Local Government (Superannuation) (Consolidation) Scheme 1998.
Contributions are:
- 1.5% of basic salary.
- 3.5% of basic salary less twice the value of the Contributory State Pension.
- An additional 1.5% for Spouse and Children's contributions.
Non-New Entrants (became pensionable after 6 April 1995 and before 1 April 2004):
- Minimum retirement age: 60
- Compulsory retirement age: 70
New Entrants (became pensionable after 1 April 2004 and before 1 January 2013):
- Minimum retirement age: 65
- No compulsory retirement age.
- Minimum retirement age: 60
- Compulsory retirement age: 70, in accordance with Department of Housing, Planning and Local Government Circular Letter CL/2/2019.
Contributions are:
- 5% of basic salary.
- 1.5% of basic salary towards the Widow's and Orphan's or Spouse and Children's Scheme.
If the appointee was previously employed in the Civil Service or Public Service, please note that the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 (Section 52) includes a provision extending pension abatement to all Civil and Public Servants who are re-employed while receiving a Public Service pension.
This provision came into effect on 1 November 2012 and may have pension implications for any person appointed to this position who is currently receiving, or will receive during employment, a Civil or Public Service pension.
Prior to appointment, successful applicants will be required to complete a declaration regarding previous Public Service pensionable employment.

It is not envisaged that the employing Department or Office will support an application for an abatement waiver in respect of appointments to this position.
