National Treatment Purchase FundDublin

The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).

Its key functions are:

  • Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
  • Collecting, collating and validating information on persons waiting for public hospital treatment.
  • Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
  • Furnishing advice to the Minister for Health on related issues.
  • Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.

In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.

The Corporate Services Directorate

The Corporate Services Directorate works to ensure that corporate operations, structures, processes, and systems are in place supporting the organisation to deliver on the Corporate Strategy. The Directorate has functions in respect of human resources, corporate governance, facilities, procurement, and other areas of operation.

The Corporate Services Directorate supports and informs the work of the NTPF by designing, developing, and implementing strategies to foster and enable performance by capable and committed individuals. Additionally, it ensures that there is an appropriate work environment with suitable offices, facilities, and equipment. The Directorate further supports the NTPF staff through the development and implementation of appropriate policies and procedures, safeguarding the assets of the organisation and delivering value for money from its expenditure.

The Role

Supporting the HR Manager, the HR Officer will, with the support of an external pension consultancy, be responsible for the complete pension lifecycle for all current and former NTPF staff including NTPF pensioners while supporting all HR related organisational and transactional duties. The HR Officer will be a key team member and deputy to the HR Manager, delivering on important aspects of the NTPF’s Strategic Goal 5 “Organisational Excellence”.

Roles and Responsibilities

Human Resources

  • Supervise staff within the HR function reviewing and approving leave, performance, escalating to the HR Manager when required.
  • Create and promote a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships.
  • Participate in special projects and joint working arrangements e.g. joining the HR Manager on the Culture Development Committee and acting as his deputy chair.
  • Contribute to governance tasks within NTPF including parliamentary questions (PQ’s), annual reports, internal reporting, and procurement.
  • Contribute to cross-organisational initiatives as required.
  • Continuously improve HR service delivery by identifying challenges and recommending opportunities of improvement.
  • Review and scrutinise payroll file for HR Manager sign off.
  • Assist the HR Manger with employee relations cases.
  • Manage and provide administrative support to the full life cycle of recruitment campaigns, rollout of learning and development initiatives and PMDS process.
  • Prepare HR reports from HR Systems as requested by HR Manager.
  • Undertake any other duties as assigned by the HR Manager and/or Director of Corporate Services.

Pension Administration

Provide an efficient, confidential, and accurate pension administration service with the support of an external pension consultancy, this includes:

  • Processing pension applications for various types of retirement benefits and estimates.
  • Manage data for upload to the DPER National Databank and provide data for the annual returns.
  • Manage and maintain superannuation files for former and existing employees including issuing of annual pension declaration forms to current pensioners.
  • Be knowledgeable of and keep up to date with the National Treatment Purchase Fund Superannuation Scheme (NTPFSS) and Single Public Service Pension Scheme (SPSPS) rules.

Note: The functions and responsibilities assigned to this position are based on the current requirements of the NTPF. These requirements may change in line with changes in the roles, objectives or business requirements of the organisation.
