SMH has a research partnership with UCD and runs QQI accredited programmes of education up to and including Honours Degree Level through its Open Training College.
JOB PURPOSE:
Reporting to the HR Business Partners/Director of HR , the post holder will have responsibility for the management of the HRIS/Workforce planning team and the co-ordination of relief staff across St. Michael’s House, to include governance, oversight and record keeping. The post holder will work closely with PIC’s, Service Managers, and frontline staff to ensure the delivery of relief where required relative to grade i.e., Direct Support Workers, Social Care Workers, and Staff Nurses.
Key duties
- Lead, manage and develop any staff assigned to the HRIS and relief workforce function
- Build strong working relationships with Operations, Finance, ICT, Payroll, and external providers
- Provide clear guidance and support to managers in relation to relief staffing, systems usage, and workforce data
- Contribute to wider HR projects and service improvement initiatives as required.
- Point of contact for all relief staff, permanent staff, PIC’s, and Managers for all Relief Panel related queries i.e., relief cover/issues arising.
- Identify baseline for current active relief panel (who we have).
- Identify and confirm all current staff available for relief hours in St. Michael’s House.
- Ensure completion of probations for new starters.
- Liaise with HR in relation to any performance management issues arising.
- Ensure all relevant documentation is submitted to HR in a timely fashion i.e., leavers forms/sick certs etc.
- Compiling reports as requested by Line Manager/HR.
- Work closely with Directors and Administration Managers to the support needs in each Residential/Day Services and determine which houses are especially vulnerable/critical in relation to vacancies.
- Development of the digital systems that all requests for staff go through one point of contact-establish a phone number and email address.
Essential Qualifications:
Interested applicants must possess the following:
- Third-level qualification in Human Resources, Business, Information Systems, or a related discipline, or equivalent experience.
- Significant experience in an HR operational or HR systems role.
- Experience leading or managing system improvements or software rollouts.
- Experience in the health, disability, or non-profit sector.
- Experience managing relief, agency, or bank staffing models.
Desirable Qualifications:
- Knowledge of public sector governance and compliance requirements.
- Knowledge of HIQA regulations
- Knowledge of the Allocate or Softworks HRIS
Essential Experience:
- Minimum of three years’ experience in the last five years in relevant role.
- Experience in managing and rostering frontline staff
