Main Duties

  • Oversee the management of a portfolio of HR cases including sickness, discipline, grievance, dignity & respect at work, performance/capability, appeals, dismissals, and Employment Tribunals, ensuring compliance with HR policies, procedures, and current employment legislation.

  • Provide advice and guidance to managers in line with HR policies, employment legislation, best practice, and terms and conditions.

  • Promote best practice and contribute to the education, coaching, and development of line managers to enhance their competence and confidence in managing HR and employee-related issues.

  • Ensure cases are managed in a timely manner, with appropriate conclusions in line with employment law, policies, and operational needs.

  • Work with senior and operational managers within departments and the HR team to identify operational HR issues and support the development of HR strategies aligned with the HR Business Plan and Corporate Plan.

  • Line Management: Motivate and manage assigned staff to ensure effective service delivery, including reviewing and implementing staff training and development programmes.

  • Stakeholder Management: Develop and maintain effective working relationships with council departments, member/officer groups, committees, government departments, and statutory bodies relating to HR & OD matters.

  • Reporting and Assurance: Draft key reports and papers to support senior management and provide assurance on compliance.

  • Project Management: Oversee the development, implementation, and delivery of HR-related projects and programmes.

  • Continuous Improvement: Monitor and evaluate HR processes, making necessary adjustments to drive improvement.

  • Good Practice: Stay updated on legislation, guidance, and best practice relevant to the role, ensuring compliance in all activities.

  • Budget Management: Manage and report on budgets for the functional area in line with council policies, ensuring good governance and alignment with corporate priorities.

  • Confidentiality: Maintain confidentiality and discretion in all correspondence, systems, and records, adhering to GDPR and protecting the council’s reputation.

  • Recruitment and Selection: Participate in recruitment and selection procedures as directed.

  • Deputising: Deputise for senior managers as required.

  • Policy and Legislation Compliance: Ensure all duties are carried out in accordance with council policies, procedures, and relevant legislation.

  • Other Duties: Undertake any other duties appropriate to the level of the post as required.

  • Qualifications and Training Applicants must:

    • Have a degree in any discipline and demonstrate 3 years’ experience in the areas below; OR

    • Demonstrate 5 years’ experience in the areas below.

    All candidates must hold Chartered Membership of the Chartered Institute of Personnel & Development (CIPD) or be able to evidence that they will obtain this within 6 months of employment commencement.

    Experience

    • Proven track record of working within a large multidisciplinary, unionised organisation.

    • Experience developing and implementing HR policies and procedures aligned to corporate priorities, legislation, and best practice.

    • Successful management of an HR function and advising stakeholders on key strategic issues.

  • Transport

    • A full current UK driving licence and access to a vehicle; OR

    • Access to a form of transport that enables the duties of the post to be carried out (applies to applicants with a disability under the Disability Discrimination Act).

    Working Arrangements / Flexibility

    • 37 hours per week, Monday to Friday.

    • The post holder may be required to work outside normal office hours as needed.
