DUTIES AND RESPONSIBILITIES

Selection, Recruitment and Employment Contracts

Responsible for delivering a professional support service to managers and candidates and overseeing the total recruitment process. Ensure recruitment processes remain current, efficient, accessible, and reflect best practice. Promote the Muiríosa Foundation as an employer of choice by ensuring a positive candidate experience and supporting initiatives that attract, engage, and retain high-quality employees.

The basis of the employment relationship is set out in the contract of employment. The Human Resources Manager must be assured that the contract protects both the employee and the organisation.

Ensure terms and conditions of staff comply with the requirements of the Department of Children, Disability and Equality, the HSE, and all relevant employment legislation.

Ensure systems are maintained to meet all legislative requirements for staff records under the Health Act 2007 Regulations.

Department Strategy

Ensure the Human Resources Department has the agility to respond to organisational change. Develop departmental capability and resilience. Advise managers on Human Resources matters, including recruitment, retention, engagement, and workforce wellbeing initiatives while supporting a positive workplace culture.

Human Resources Policies and Procedures

Maintain current Human Resources policies and procedures in line with legislation, WRC Codes of Practice, HSE guidance, and organisational change. Ensure appropriate training and support for consistent implementation and a positive employee experience.

Employee Relations

Maintain constructive relationships with Trade Unions; represent the Muiríosa Foundation at WRC, Labour Court, and related forums; ensure the Human Resources team remains current in employment legislation and best practice while contributing to a positive workplace culture.

Ensure the members of the Human Resources Department are up to date on the current and latest relevant employment legislation to appropriately support and advise managers and staff. Support and conduct grievance and disciplinary hearings.

Employee Well-Being

Promote and support employee wellbeing by developing and implementing initiatives that enhance physical, psychological, and social wellbeing. Work with managers to foster a positive, inclusive, and supportive workplace culture, ensuring early intervention, appropriate supports, and a balanced approach to organisational needs and employee wellbeing.

Provide leadership on attendance management, balancing organisational requirements with employee wellbeing and early supportive intervention. Support Occupational Health and Safety across the organisation.

Human Resources ICT Systems

Oversee Human Resources ICT systems, reporting, system upgrades, and strive for continuous digital improvement of Human Resources processes.

Communication with HSE and External Stakeholders

Ensure all required statutory and organisational Human Resources reports are submitted. Seek digital solutions to improve reporting efficiency. Represent the Foundation with the HSE, Department of Children, Disability and Equality, National Federation of Voluntary Service Providers (NFVSP), and other stakeholders.

  • Each person has a duty to take care of their own safety and health at work and that of their colleagues and service users. Refer to the Muiríosa Foundation Safety Statement. Be familiar with and adhere to the Fire Regulations in your area.
  • Read and fully understand the Muiríosa Foundation Policy Documents and comply with these policies, procedures, and guidelines. The requirements of the Office of Government Procurement are important to understand.
  • You may be assigned primarily to a particular area; however, the need may arise for flexibility to work in other areas within the Services.
  • Read, understand, and comply with the Staff Code of Conduct.
  • CONFIDENTIALITY

    In the course of your employment, you may have access to or hear information concerning the medical affairs or personal affairs of service users and staff members. Such information must not be divulged or discussed except in the performance of normal duty. Records must be stored securely at all times. Breaches of confidentiality may result in disciplinary action up to and including dismissal.

    CARE OF EQUIPMENT
  • Plan for the conservation and economical use of equipment, light, heat, and other materials.
  • Request repairs and servicing for all faulty or broken equipment or vehicles.
  • You are required to drive as part of your role and must comply with the Transport Policy.
  • STANDARDS OF PERFORMANCE

    The Muiríosa Foundation has established standards of performance encompassing conduct in the workplace, competence to carry out the role for which a staff member is employed, and capability to attend work. Failure to meet required standards may lead to disciplinary action, up to and including dismissal.

  • Competence to carry out the role is essential, and the standard of performance to carry out the role is monitored and reviewed.
  • Regular attendance and punctuality are required.
  • Maintain positive working relationships and adhere to the Staff Code of Conduct and Dignity at Work Policy.

  • This Job Description will be reviewed in light of changing circumstances to include any other duties and responsibilities as determined by the Muiríosa Foundation.

    Education and Qualifications
    • Relevant recognised Third Level Qualification in a relevant discipline.
    • Membership of the Chartered Institute for Personnel and Development preferred.
    • Additional ongoing training and updates relevant to the role.
    Work Experience
    • Experience in a Senior Management role with similar responsibilities (4+ years), including experience of leadership, direction, and teamwork relevant to a Human Resources role.
    • Grounding across the areas comprehended by this role.
    • Has worked with Trade Unions on individual and group matters – strong influencing and negotiation skills required.
    • Experience of Industrial Relations processes at institutions of the State (WRC, Labour Court, for example).
    • Experience with ICT systems in the field of Human Resources.
    • Ability to evaluate complex information from a variety of sources to enable effective decision-making and communication.
    • Experience of managing and working collaboratively with multiple internal and external stakeholders to implement change and process improvements relevant to the role.
    Knowledge and Skills
    • Excellent knowledge of employment legislation and Human Resources best practice relevant to the role.
    • Human Resources experience in a relevant environment, for example Section 38/Health Sector or a senior Human Resources role.
    • Proven ability to lead in Human Resources to achieve desired outcomes.
    • Staff retention is a priority, and promotes employee wellbeing.
    • Takes ownership and accountability.
    • Excellent communication skills and ability to present professional reports.
