Job Brief
To support our expanding operations and ensure we continue to provide HR services across the Organisation, we are now seeking to appoint a second HR Manager. Reporting to the Head of HR, this role will have defined areas of responsibility and will work collaboratively with the existing HR Manager. This structure is designed to strengthen capacity, responsiveness, and impact. This is an exciting opportunity to contribute to a growing team and play a key role in shaping how HR supports the Organisation’s evolving needs.

The successful applicant will participate in the development of HR Strategy, lead a range of HR activities and be responsible for ensuring that the HR practice and procedures are in in line with ‘best practice’. They will be responsible for managing day to day HR processes in assigned areas of responsibility.

Applicant Requirements
- A relevant third level qualification in Human Resources Management (level 7 minimum).
- A minimum of 3 years experience in a Senior HR Role.
OR
- A minimum of 4 years relevant Management experience within a Health or Social Care Role
- Thorough understanding of Human Resources best practice and Employment Law in Ireland
- Experience of delivering HR initiatives and strategies
- Experience with HRIS and Microsoft Office Suite
- Full Clean Driver’s license and use of /access to transportation
- Flexibility in working hours will be a feature of this position, to meet the needs of the post
Recruitment Requirements

Salary Scale
Human Resource Manager Grade VII Pay Scale (Scale Range €54,123 - €70,972 per annum)
this is based on full time working hours i.e. 35 per week

JOB DESCRIPTION
Reporting Relationship: Reports to the Head of Human Resources
Working Week: Full Time – 35 hrs per week
Purpose & Areas of Responsibility of the Role: Working alongside the Head of HR and existing HR Manager, this Human Resources Manager role will participate in the development of HR Strategy, lead a range of HR activities and be responsible for ensuring that the HR practice and procedures are in in line with ‘best practice’. They will be responsible for managing day to day HR processes in assigned areas of responsibility.

Employee Relations
- Manage the delegated day to day operations of the HR Department to ensure compliance with relevant policies and procedures to support the employee/employer relationship.
- Advising and assisting line managers in managing performance issues that may arise.
- Liaise with unions as necessary in managing individual grievances, or service changes initiatives that impact on staff.
- Promote employee communication systems, including initiatives such as staff surveys, etc.
- Working alongside the Head of HR, representing Western Care Association as required e.g. at meetings, on project teams, policy development groups, WRC hearings, etc.
- Proactively promote a positive working environment for employees in the Association
- Participate in initiatives in relation to employee wellbeing; this includes ideas generation and involvement in various projects.
- Conduct Exit Interviews, analysing feedback and advising operations management and Head of HR on ways to improve retention.
Management Support & Development
- Develop and implement workflows and processes to support the delivery of the HR function that assist staff in the HR Department and line managers.
- Develop a programme to support line managers in their role in managing employees.
- Ensure appropriate supports and processes are in place so that managers are aware of their responsibility for managing employees.
- Ensure that relevant programmes are available for managers to assist them in their roles with respect to managing and supporting employees.
- Work with the Area Managers and Front Line Managers in establishing and maintaining effective communication channels between employees and management, this may include hosting regular meetings /forums for open communication as well as employee opinion surveys.
Sick Leave & Occupational Health Management
- Manage the sick leave process, ensuring compliance with the Staff Attendance Policy and application of policy.
- Management of Occupational Health referral and follow up required.
- Monitor and review incidents and related absences in relation to staff.
- Provide sick leave data and analysis to managers in assigned areas.
Resource Planning
- Time and Attendance Management and analysis of all categories of leave – including impact on workforce planning.
- Participate in the development of service rosters and budget implications in conjunction with Finance.
- Be accountable and responsible for input into service planning and delivery, together with job performance as per role within the Association.
- Actively work with line managers in ensuring the retention and development of high performing staff.
- Support Managers in roster reviews for the services in the areas of responsibility.
Supporting the development of HR policies and Procedures
- Support the Head of Human Resources in the development and implementation of Human Resource policies and procedures that meet regulatory and legislative requirements and are in line with best practice.
- Monitor the ongoing effectiveness of HR policies and procedures and reviewing how they work in practice - advise on changes that are required.
- Monitor legislative developments and changes and ensure policies and procedures reflect such changes.
- Understand and operate all relevant local and organisational procedure, directives and general information made available through the line manager and accessible on the Association’s intranet or elsewhere as relevant.
IT Systems & Data Analysis
- As part of the HR team, be responsible for maintaining up-to-date employee records and HR database systems, both hard and electronic format, relating to all documents concerning an employee
- Ensure systems and processes are in place to adhere to GDPR and Data protection relating to employee information.
- Engage with and use the technology systems provided by the Association to support day to day work and future planning needs.
- Prepare relevant KPI data as required.
General
- Maintain knowledge of employment legislation
- Contribute positively to the development of a human resources culture which supports the achievement of the organisation strategy, vision and mission.
- Work collaboratively with other Department/Service Managers on identified project work as agreed with the Head of Human Resources
- Management of assigned staff in the HR Department.
- Develop and contribute to good working relationships in the Organisation and with all other relevant personnel.
- Report to and appraise line manager or designate of all work-related issues and difficulties.
- Follow the Association’s Grievance and Disciplinary Procedures.
- Maintain strict confidentiality relating to matters regarding personnel and services.
- Attend and actively participate in staff meetings as required.
- Actively participate in supervisory support as per Organisation Procedure.
- Promote dignity at work and show respect to service users, colleagues and stakeholders in the course of duty.
- Act in a confidential manner when dealing with personal information relating to service users, families and staff.
- Attend staff training events as required and implement learning in the workplace.
- Perform any other appropriate duties as requested by the Head of HR Department.
