Purpose of Role – Overview of the Role

The ICT Business Analyst will work as part of the Applications (development) team in developing innovative solutions to support the work of Tusla and assist staff to work efficiently and effectively by maximising the use of technology.

The role will primarily have responsibility for the analysis and design phases of the software development life cycle (SDLC). The role will involve working with business representatives to develop requirements/design proposals and lead on all aspects of documentation throughout the SDLC.

Tusla’s ICT Application Development Architecture

Tusla have a highly skilled internal application development team delivering solutions in O365 and .Net Core. The development team operate Agile and DevOps methodologies.

Reporting Relationship

The successful applicant will be part of the ICT Applications Team and report to the ICT Analyst & Design Lead.

Duties and Responsibilities

Main Duties and Responsibilities:

• Lead requirements gathering engagements with business stakeholders by various means including facilitating workshops with subject matter experts.

• Identify opportunities for process improvements and innovative solutions using technology.

• Develop process maps, high level scoping of new project requirements, business requirements and prioritising schedules.

• Develop design proposals and low functional prototypes to achieve sign off from business stakeholders.

• Working to an Agile methodology develop backlogs to clearly define the business requirements including use cases and business rules.

• Support the end-to-end engagement with business stakeholders.

• Support the development of documentation through all phases of the SDLC.

Relationship Management and Collaboration:

• Work closely with colleagues to deliver a quality focused ICT solution to all users.

• Work in collaboration with other ICT teams as required.

• Manage stakeholder engagement.

Resource Management:

• Manage the work of assigned staff if applicable.

Health & Safety:

• Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.

• Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service, for example National Standards for Child Protection and Care, and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.

• Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria

Qualifications and/or Experience

Applicants must by the closing date of application have the following:

• Have a third level qualification in an ICT, Business, Design or Social Work related discipline.

• Have a minimum of 3 years’ experience working in a business analyst/design related role.

• Have experience of working with the Agile methodology.

• Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character

Each candidate for and any person holding the office must be of good character.

Tenure

The current vacancies available are permanent and whole time.

The posts are pensionable.

A panel may be created from which permanent and specified purpose vacancies of full or part time duration will be filled.

Appointment is governed by the Child and Family Agency Act, 2013 and the Public Service Management (Recruitment and Appointments) Act 2004.

Remuneration

The salary scale for the whole time equivalent of this post is:

01/03/2025: €59,419, €60,870, €62,566, €64,268, €65,976, €67,501, €69,054, €70,566, €72,067, €74,650, €77,243 LSIs

Note: LSIs (Long Service Increments) are emboldened. Entry is at the minimum point of the scale.

Working Week

The standard working week applying to the whole time equivalent of this post is 35 hours.

Annual Leave

The annual leave associated with the whole time equivalent of this post is 30 days per annum.

Superannuation

This is a pensionable position with Tusla. The successful candidate will upon appointment become a member of the appropriate pension scheme.

Probation

A probation period of 39 weeks (or proportion for fixed term contracts) applies. This may be extended at the discretion of management by a further 9 weeks.

The safety and welfare of children and young people is a key priority for Tusla. All employees must be vigilant to any concerns regarding protection and welfare of children and bring them to the attention of the Tusla Designated Person in a timely manner.
