ICT Officer
Job Purpose
The post holder will support delivery of PSI’s ICT Strategy and Digital Transformation Programme by taking responsibility for agreed ICT projects, Microsoft business applications and the technical delivery, configuration, governance and ongoing improvement of secure and sustainable digital services. Reporting to the ICT Manager, the Higher Executive Officer will lead and coordinate assigned initiatives, translating agreed business requirements into practical solutions that deliver measurable value and support PSI’s strategic objectives. Working collaboratively with business and technology stakeholders and the Programme Delivery and Innovation team, the post holder will assess technical feasibility, contribute to the evaluation and implementation of digital services, and identify opportunities to improve efficiency and organisational effectiveness. The role requires strong knowledge of digital technologies, cybersecurity, project delivery and ICT governance, together with effective stakeholder engagement, sound organisational skills and careful attention to policy, compliance and documentation. This specialist HEO role will contribute to the modernisation of PSI’s services and strengthen the organisation’s ability to fulfil its regulatory functions in an increasingly digital environment.
Key Duties and Responsibilities
Key duties of the role will include but are not limited to:
ICT Strategy, Digital Services and Technology Delivery
· Support the delivery of the PSI ICT Strategy and Digital Transformation Programme, ensuring that technology investments support organisational priorities and strategic objectives.
· Lead and support the delivery of ICT initiatives and projects, including planning, implementation, testing, deployment and post-implementation review.
· Assist in the evaluation, implementation and ongoing enhancement of enterprise technology solutions and digital services across the organisation.
· Identify opportunities to leverage technology, automation and innovation to improve organisational efficiency and effectiveness.
Digital Innovation and Continuous Improvement
· Work closely with the Programme Delivery and Innovation Team as they develop new systems and functions.
· Support the administration, configuration and ongoing development of Microsoft 365 services, including SharePoint Online, Teams and related technologies.
· Support the development and enhancement of solutions using Microsoft Dynamics 365 and associated Microsoft technologies.
· Design, develop and maintain automated business solutions using Microsoft Power Platform technologies, including Power Automate, Power Apps and Power BI.
· Assist in the implementation of new digital capabilities and services that enhance organisational productivity and collaboration.
· Maintain documentation, standards and governance processes relating to Microsoft 365, Dynamics 365 and Power Platform services.
ICT Governance, Cybersecurity and Compliance
· Support the implementation and ongoing development of the PSI cybersecurity programme.
· Assist in the development, implementation and review of ICT policies, standards, procedures and controls.
· Support organisational compliance with cybersecurity, data protection and information governance requirements, including NIS2-related initiatives.
· Prepare reports, metrics and updates relating to ICT operations, cybersecurity, governance and compliance activities for senior management and governance committees.
· Support the implementation of PSI's Data Strategy and Data Governance Framework, including data quality, data stewardship, metadata management and information lifecycle management
ICT Service Delivery, Supplier and Vendor Management
· Support the day-to-day management and delivery of ICT services, systems and infrastructure across the organisation.
· Monitor ICT service performance and identify opportunities for service improvement.
Leadership and Organisational Support
· Provide technical advice, guidance and expertise to colleagues across the organisation.
· Build and maintain effective working relationships with internal and external stakeholders.
· Support training, knowledge sharing and user adoption initiatives relating to new technologies and services.
· Promote a culture of innovation, continuous improvement and effective use of technology across the organisation.
General
· Provide cross-functional support, expertise and knowledge across different teams.
· Provide support to organisational projects, working groups and committees.
· Manage any assigned staff in accordance with PSI policies and procedures.
· Participate in cross-functional initiatives and developments that contribute to the delivery of PSI's strategic objectives.
· Proactively engage in learning, development and professional certification opportunities.
· Identify risk and assist the organisation in our purpose of mitigating regulatory risk in the interests of assuring the public that pharmacy care and services are safe.
· Proactively engage in performance development reviews and actively engaging in opportunities for learning and development.
· Other duties assigned by PSI Management and/or the Registrar/Chief Officer.

Key Requirements
Applicants must have, on the closing date for receipt of applications:
· A relevant level 8 degree or equivalent on the National Framework of Qualifications (NFQ) such as Information Technology, Computer Science, Cyber Security, Software Development, Information Systems or a related discipline.
· A minimum of 5 years of relevant professional experience in an ICT role supporting business-critical systems, infrastructure, digital services or technology solutions and administering, supporting or developing solutions using Microsoft 365 technologies, including SharePoint Online, Teams and related Microsoft services.
· A minimum of 2 years’ experience supporting solutions using Microsoft Power Platform, including Power Automate and Power Apps.
· A minimum of 1 year experience supporting, configuring or enhancing Microsoft Dynamics 365 environments and associated business applications.
· Experience delivering ICT projects and technology initiatives, including system implementation, testing, deployment and user adoption activities.
· Experience working with third-party ICT suppliers and vendors, including procurement, contract management, service review, issue resolution and delivery oversight.
In addition, the following are considered desirable:
· A relevant qualification at level 9 or higher on the National Framework of Qualifications in a related discipline.
· Relevant professional certifications such as Microsoft Certified, Microsoft Power Platform Solution Architect Expert, Microsoft Dynamics 365 certifications, ISC2, CompTIA Security+, ITIL, Prince2, CISSP, CISM, Agile or equivalent.
· Experience in the development of automated business processes using Power Automate.
· Experience configuring or developing solutions using Microsoft Dynamics 365, Dataverse and Power Pages.
· Experience developing dashboards and reporting solutions using Power BI.
· Experience supporting the roll out of ICT programmes, including policy development, risk management, audit and compliance activities.
· Knowledge of NIS2 requirements and experience supporting cybersecurity governance initiatives.
· Strong analytical, troubleshooting and problem-solving skills with the ability to identify and implement practical technology solutions.
· Excellent communication and interpersonal skills with the ability to engage effectively with technical and non-technical stakeholders.
· Strong organisational skills and the ability to manage multiple priorities while maintaining high standards of accuracy and compliance.
Conditions of Employment
Probation
A probationary period applies to this position. Full details of probation period in line with the PSI probation policy will be determined at contracting stage.
Pay
The salary scale for this post is €60,029 - €76,546 (HEO Standard Scale, Civil Service Salary Scales). Entry will be at the first point of the scale for new entrants and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Subject to satisfactory performance, increments may be payable in line with current Government pay policy.
Candidates should note that different pay and conditions may apply if, immediately prior to appointment, the appointee is a serving civil or public servant.
Superannuation
The successful candidate will, upon appointment, become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment.
Hours of Attendance/Working Week
The normal working week is not less than 35 hours, exclusive of lunch breaks. The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of their duties, subject to the limits set down in the working time regulations. The rate of remuneration payable covers any extra attendance liability that may arise from time to time.
Annual Leave
Annual leave is 29 days per annum, pro-rata for shorter-term contracts. This allowance is subject to the usual conditions regarding the granting of annual leave, is on the basis of a five-day week, and is exclusive of the usual public holidays and Good Friday.
Outside Employment
This role is full-time, and the appointee may not engage in private practice or be connected with any outside business that conflicts in any way with his/her duties, impairs performance, or compromises their integrity.
