About the Role

This is a great opportunity to join the Local Government Management Agency (LGMA) at a time of transformation and innovation both in the Agency, and across the wider local government sector. The Information Security Officer – Grade 7 will work as part of the Internal IT section of the LGMA which is involved with the management and support of all technologies for the staff of the LGMA. The Internal IT team is part of the Digital, ICT and Cybersecurity pillar of the LGMA.

The successful candidate will be part of the Internal IT team and will report directly to the Project Manager Grade 8. They will work closely with colleagues in the team in relation to the performance of their duties. They will also work with local authorities, external service providers, external agencies, and other stakeholders to deliver the actions set out in the work programme.

The role will have responsibility for improving the security posture of the agency.

Key Duties and Responsibilities

Within this overall remit of improving the security posture of the LGMA, specific duties of the post will include:

• Responsibility for the administration and support of Microsoft technologies in the LGMA including Active Directory, Entra ID, Microsoft 365 Tenancy, Defender, Intune, Azure.

• Vulnerability management - reduce organisational cyber risk by ensuring vulnerabilities are discovered, understood, prioritised, and remediated in a timely and measurable way.

• Contribute to the development of business continuity plans for the agency.

• Develop Information Security Policies and associated training plans.

• Ensure all access to agency resources is via secure channels and is audited e.g. by Privileged Access Management.

• Stay up to date with Cybersecurity regulations and translate them into actionable projects for the LGMA where relevant.

• To implement and deliver projects to the highest standard using a full range of management disciplines.

• Promote and utilise best practice in project management methodologies, governance, standards & protocols.

• Create and maintain comprehensive technical documentation including developing and writing policies and procedures.

• Troubleshooting and resolving complex issues.

• To identify and agree work programmes, targets and deadlines and ensure their subsequent implementation.

• Business analysis, requirements gathering and specification of business systems when required.

• Be highly organised and experienced in administration and managing multiple elements of project delivery within agreed timeframes.

• Provide support to the relevant stakeholders.

• To provide financial management of work programmes including management of Purchase Orders, invoices, etc.

• To provide contract and vendor management with successful tenderers to deliver consultancy services to the LGMA.

• To manage and supervise employees up to the position/grade of Grade 6 or analogous grades and to ensure the training and development of such employees.

• To develop and maintain relationships with stakeholders to ensure successful implementation of the strategy including the CCMA; Department of Housing, Local Government and Heritage; HIS Group; LGMA; Government Departments; and Office of the Government CIO; and

• Undertake any other duties of a similar level and responsibilities as may be required from time to time.

Essential Requirements

  • Character
  • Candidates shall be of good character.

  • Health
  • Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

  • Education, training, experience, etc.
  • Each candidate must, on the latest date for receipt of completed application forms, have:

    (i) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree), in a relevant computing discipline

    (ii) A minimum of 3 years’ directly relevant, recent ICT hands-on experience working in the administration of the Microsoft 365 environment in particular the security aspects of Entra, Defender, Intune etc.

    And

    Demonstrate the competencies as set out in the LGMA Competency Framework (see Appendix 2 in Candidate Information Booklet)

    Desirable Skills & Qualifications

    • Microsoft Power Platform, including Power BI for developing and maintaining reports and dashboards. Ability to create data visualizations and provide insights to stakeholders.

    • Microsoft 365 Certifications.

    Principal Conditions of Service

    General

    The appointment is for permanent Grade 7 in the Local Government Management Agency and is subject to general terms and conditions in operation relating to appointments in the Agency.

    Remuneration

    The salary scale applicable to this position as per circular EL 02-2026 1st February Pay Adjustments is as follows;

    €60,611 - €78,795 per year
