International Affairs Manager, Higher Executive Officer
About This Role
Role Purpose
We are seeking to appoint two International Affairs Managers who will play a key role in implementing the organisation’s International Engagement and Policy Strategy. The postholders will help maintain our leadership of key European regulatory networks through consistent, high-quality engagement and coordination. They will support strategic relationships with EU institutions and global partners, strengthening the organisation’s international visibility and influence. The roles will lead the gathering and analysis of intelligence on international regulatory and policy developments, providing senior leadership and internal teams with timely, relevant insight.
The postholders will also support planning for global engagement, representational activity, and internal communications to ensure the value of international work is understood across the organisation. These roles directly contribute to strategic objectives around shaping regulation, building collaboration, and preparing for future impact
About the Team/Division
The purpose of the International Team is to establish the organisation’s credibility in international fora as an effective and collaborative regulator with a global outlook, and to ensure that Coimisiún na Meán’s policy and enforcement work reflects international best practice. To do this we need a focused and well-resourced team that can provide external representation, coordinate international engagement activity, monitor relevant international developments (especially at EU level) and communicate effectively with international stakeholders. The team is currently comprised of one Director, two Assistant Directors and Executive Officer.
Key Responsibilities
- Support the Assistant Directors and Director in the project management of the organisation’sleadership roles in our priority international regulatory networks, including the European Board for Digital Services, the European Board for Media Services, the Global Online Safety Regulators Network, and the European Platform of Regulatory Authorities;
- Provide practical support and coordinate engagement and input into these priority international networks, for example through:
- Coordinating attendance and input across internal teams and maintaining records;
- Managing internal project teams and timelines;
- Preparing briefings for Commissioners and Director participation;
- Providing wider logistical and planning support;
- Support the Assistant Directors in developing and delivering planned engagement with EU institutions, with particular focus on the upcoming Irish Presidency;
- Lead programmemanagement for bilateral regulatory engagement, including:
- Planning and coordinating meetings, including with the European Commission;
- Maintaining records and managing relationships;
- Preparing briefings and responding to ad hoc enquiries;
- Support international external speaking engagements, including:
- Planning and logistics for global conferences;
- Preparing materials and briefings, liaising with teams across the organisation;
- Contribute to intelligence gathering and internal communication of international developments, including:
- Regular updates to Commissioners and senior management;
- Responding to ad hoc requests for focused reports and analysis;
- Manage ad hoc external (non-regulatory) enquiries and incoming international visits;
- Contribute to the team’s internal communications to ensure its work is well understood and embedded across the organization

About You - Experience, Skills, Knowledge & Qualifications
Essential Criteria
- Proven project management skills, with the ability to coordinate multiple workstreams and meet deadlines;
- Demonstrated interest in, or experience working on, EU and/or international affairs;
- Strong analytical skills, with the ability to understand and communicate complex issues quickly and clearly;
- Excellent organisational and prioritisation skills, with attention to detail;
- Strong written and verbal communication skills, including in preparing briefings and meeting materials;
- Flexibility and the ability to adapt to changing priorities and unpredictable circumstances;
- Genuine interest in public policy, regulation, and the wider media and digital landscape
- Ability to work proactively, on own initiative as well as collaborate effectively within project teams.
Desirable Criteria
- Experience in a regulatory or public sector environment;
- Knowledge of a foreign language.
Key Information - Benefits, Package & Pay
- This position is offered on a Permanent basis.
- Full time, 35 hrs per week
- Annual Leave: 29 days per annum
- The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office. This role will also involve some international travel.
