ComReg Overview

ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland since 1997.

Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation.

This is an exciting time of growth for ComReg as we are shortly to be given new responsibilities from Government covering digital matters arising from EU legislation that includes: the 2022 Network and Information Systems Directive (NIS2), the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – plus the EU Data Act Regulation, and the European Accessibility Act (EAA).

ComReg aims to facilitate the development of a competitive electronic communications sector in Ireland attracting investment, encouraging innovation and empowering consumers to choose and use communications services with confidence.

Spectrum Management

As the body with responsibility for the management of the radio spectrum resource in Ireland, ComReg is responsible for ensuring effective management and efficient use of radio spectrum. This is an important role because radio frequencies are used to provide a wide range of communications networks, services and applications for the benefit of society.

The Spectrum International Team

The role of the Spectrum International (“SI”) unit is to facilitate the harmonisation of the radio spectrum resource in international fora as well as co-ordinate the involvement of the Market Framework Division in the co-ordination of spectrum usage at international radio spectrum management fora, such as the CEPT, the RSPG, BEREC and the ITU.

Reporting to the Radio Spectrum Advisor to the Commission (RSAC) the Divisional & International Engagement Coordinator will be responsible for a diverse range of tasks as detailed below, with an opportunity to be involved in numerous project teams.

The Role and Responsibilities

For this role you will need to quickly learn about ComReg, how a regulator operates, our stakeholders and the international spectrum management environment we work in. You will be an excellent administrator, with superb organisational skills, who wants to be involved in all areas of the work done by the Market Framework Division and to add value to a team of professionals who expect excellence, dedication and attention to detail. Here is a list of some of the tasks you may need to undertake:

  • Quarterly updating of the Radio Frequency Plan for Ireland.
  • Maintain an awareness of international Working Groups, Plenipotentiary meetings, technical advisory groups, and other events.
  • Facilitate attendance of appropriate participants at EU and International Technical Working Groups, including ensuring availability, making contingency plans where necessary and making travel arrangements as required.
  • Day-to-day support to Division personnel regarding business travel arrangements, office administration, coordination of training and setting up meetings.
  • Provide input and advice on issues relating to International and EU fora as part of Market Framework’s Annual Action Plan.
  • Ensure Market Framework Action Plan and projects are updated on progress.
  • Organisation and facilitation of weekly and monthly management meetings.
  • Managing the Market Framework Risk Register and oversee monthly updates of the register.
  • Develop a network of connections throughout the organisation – e.g. HR, Public affairs and Finance – in order to facilitate the Division’s objectives and goals.
  • Provide assistance to the Director Market Framework with regard to:
  • Provide input to communications between ComReg and international stakeholders as required.
  • Administratively process new regulations.
  • Disseminate and reconcile international questionnaires on behalf of Division.
  • Participation to the preparation and the publication of internal and external documents, including editing and proofreading.
  • Organisation of events (e.g. workshops, seminars, meetings) including:
  • Sourcing of bespoke data, industry periodicals, specialist books, equipment and materials as required by Division staff.

Qualifications and Experience

Essential
  • Previous administration experience in a professional environment liaising with a diverse range of stakeholders, both internally and externally
  • Proficient IT skills across the full range of Microsoft products
  • Good written and oral communication skills
  • Good organisational and time management skills;
  • Excellent interpersonal skills;
  • The ability to work on your own initiative and prioritise multiple conflicting tasks;
  • Good attention to detail;
  • Flexibility and adaptability to deliver a range of different tasks;
  • High level of discretion;
  • Interested in learning radio engineering and spectrum management fundamentals
Desirable
  • Experience in hosting international conferencing and events;
  • Knowledge of the various national, regional and international spectrum management bodies and fora. Experience in hosting international conferencing and events
  • Familiarity with the Irish Communications industry
  • Experience in public procurement
  • Familiarity with diplomatic etiquette

  • Salary €45,323.98 – €66,478.70* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
