Role Profile

The Nursing and Midwifery Board of Ireland (NMBI) is the regulatory authority for nurses and midwives in Ireland. Its statutory role is the protection of the public through the promotion of high standards of professional education, training, practice, and conduct. NMBI fulfils this mandate by ensuring that nurses and midwives maintain the standards expected of the professions and that the public can have confidence in the regulatory system governing their work.

NMBI is seeking an IT Officer who will provide operational support to the IT Manager and work in close coordination with the IT Staff Officer in order to ensure the delivery of stable, secure and compliant information technology services across the board. The post holder will contribute to the organisational shift toward digitally enabled regulation, strengthened data quality, improved workflows, and enhanced user experience in line with the NMBI Statement of Strategy 2026–2029.

The successful candidate will uphold the highest standards of operational integrity, confidentiality and accuracy, directly supporting NMBI’s regulatory mission, strategic priorities and commitment to organisational agility, ESG principles and human rights and equality obligations.

Principle Duties and ResponsibilitiesTechnical Support and Service Delivery
  • Provide first-line and second-line support for all staff in relation to hardware, software, systems access and connectivity issues, escalating complex matters to senior IT colleagues as required.
  • Maintain accurate records of incidents, resolutions and system changes to support robust governance, audit assurance and continuous improvement.
  • Support the upkeep and monitoring of the NMBI’s IT infrastructure to maintain system availability, performance stability and data integrity in support of core regulatory activities.
  • Assist in ensuring that all IT operations comply with internal controls, data protection requirements and public sector standards.
Digital Transformation and Organisational Agility
  • Contribute to the ongoing embedding and optimisation of the MyNMBI registration system, strengthening user experience, administrative efficiency and data quality as the organisation advances its digital capabilities.
  • Support the identification and implementation of digitalisation initiatives across business units.
  • Assist the IT Manager and Digitisation Team in extending digital transformation efforts to functional areas beyond Registration, ensuring alignment with organisational priorities for agile, technology-enabled regulation.
  • Contribute to the digitisation of organisational archives by supporting data handling, system preparation and quality assurance activities.
Systems Administration and Data Quality
  • Support data quality assurance processes across core systems, ensuring accuracy, consistency and reliability of information used for regulatory decision making and public-facing reporting, including emerging data publications.
  • Assist with the maintenance of user accounts, permissions, profiles and access controls across all enterprise systems.
  • Collaborate with relevant teams to support system upgrades, testing, change control procedures and implementation activities.
Support for Regulatory Functions and Core Activities
  • Provide operational support to IT elements underpinning statutory functions, including registration, education standards, guidance resources and complaints processes.
  • Assist in ensuring that IT systems enable transparent, accessible and efficient processes for registrants, stakeholders and internal users.
  • Contribute to compliance with equality and human rights obligations by supporting accessible system design and responsible information management as part of the organisation’s statutory responsibilities.
Project Support and Continuous Improvement
  • Contribute to the delivery of business plan actions associated with digital transformation and IT capability development.
  • Support horizon scanning activities in collaboration with senior IT colleagues.
  • Assist in the implementation of environmentally sustainable technology practices in alignment with the Public Sector Climate Action Mandate.
Essential Criteria, Qualifications and Experience
  • A third level qualification in Information Technology, Computer Science, Information Systems or a closely related discipline; or
  • Minimum of 2 years’ experience in a fast-paced ICT environment.
  • Demonstrable experience providing first or second line ICT support in an organisational setting.
  • Practical experience in user account administration, including access controls and permissions.
  • Proven ability to maintain accurate operational records and documentation.
  • Strong communication skills, with the ability to support non-technical users professionally.
  • Understanding of confidentiality, data protection and public sector standards.
Desirable Criteria
  • Experience working in a public sector or regulatory environment.
  • Exposure to digital transformation or system implementation projects.
  • Experience using IT service desk or ticketing systems.
  • Involvement in data quality assurance or reporting support.
  • Awareness of digital accessibility and inclusive design principles.
  • Knowledge of environmentally sustainable ICT practices.
Conditions of ServiceGeneral

The appointment is subject to the Nurses and Midwives Act 2011 (as amended), the Public Service Management (Recruitment and Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service and the Department of Public Expenditure and Reform.

Permanent (Full-Time)

Subject to a probationary period.

Location

Offices of the Nursing and Midwifery Board, 18/20 Carysfort Avenue, Blackrock, Co Dublin, A94 R299.

Blended working options are available.

Salary

Grade IV €36,470 – €56,018*

*New entrants to the public service will commence at the first point on the scale.

Annual Leave

The annual leave allowance will be 27 working days a year, excluding the usual public holidays.

Superannuation and Retirement

The terms of the Single Public Service Pension Scheme will apply to this appointment. The minimum age at which pension is payable is set, initially at 66 years. Retirement is compulsory on reaching 70 years of age.

Contract Arrangements

A contract will be offered on the terms and conditions determined by the NMBI Board, with the consent of the Minister for Health/Department of Public Expenditure and Reform.

Citizenship Requirements

Eligible Candidates must be, on the date of submitting their application:

(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or

(b) A citizen of the United Kingdom (UK); or

(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or

(d) A non-EEA citizen who is a spouse or child of an EEA, UK or Swiss citizen and has a Stamp 4 visa; or

(e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification, and has a Stamp 4 visa; or

(f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK or Switzerland and has a Stamp 4 visa.

Note in respect of UK citizens: The recently concluded EU/UK Brexit negotiations have confirmed that the longstanding Common Travel Area Agreement between the UK and Ireland remains unchanged post-Brexit. Accordingly, UK citizens remain eligible to work and reside in Ireland without restriction and, as such, to make an application to compete for this competition where they meet all other qualifying eligibility criteria.
