Tirlán, currently partnering with a 3rd party service provider for the provision of IT services, is about to embark on a significant IT transformation programme to stand up its own IT capability. The initial focus will be on enabling projects and will involve close collaboration with our partner. This will require a number of new and exciting roles to join the Tirlán IT team, working in a dynamic & collaborative environment.

Overview
Reporting to the IT Transformation Manager, the IT Programme Manager will be responsible for establishing and managing the IT Project Management Office (PMO) ensuring consistent project governance, delivery excellence, and alignment with Tirlán’s strategic IT roadmap. This role will oversee the portfolio of IT projects, ensuring they are delivered on time, within scope and budget, and with measurable business value.
Key Responsibilities
PMO Leadership & Governance
- Establish and evolve the IT PMO framework, methodologies, and standards
- Define and enforce project governance, reporting, and quality assurance processes
- Act as a central point of coordination for all IT projects and programme
Portfolio Management
- Maintain a centralised view of the IT project portfolio, including status, risks, dependencies, and resource allocation
- Support prioritisation and alignment of projects with business strategy and capacity
Project Delivery
- Provide guidance, tools, and templates to project managers and teams
- Monitor project performance and intervene where necessary to ensure successful delivery
- Facilitate project reviews, post-implementation assessments, and continuous improvement
- Project manage individual strategic projects/programmes where programme capacity allows
Stakeholder Engagement & Resource Planning
- Engage with business stakeholders to secure business subject matter experts to work on projects
- Collaborate with IT leadership, business stakeholders, and external partners to ensure transparency and alignment
- Communicate project and portfolio performance to senior stakeholders
- Co-ordinate resource allocation across concurrent projects, working closely with functional leads, business stakeholders and external partners
Project Manager Sourcing
- Source project managers and coordinators to support the programme as necessary
- Foster a culture of accountability, agility, and continuous improvement
Change Management
- Support the integration of change management practices into project delivery, ensuring smooth adoption and minimal disruption
- Manage the training process to ensure a robust training delivery in place
Benefits Realisation
- Work with senior business sponsors to manage the benefits realisation process, ensuring business cases are realised
Key Requirements:
- Relevant third-level qualification in IT, Business, or related field; PMO/PM certifications desirable
- Minimum of 5 years’ experience in a IT PMO or senior IT delivery role within a complex IT environment, including experience in infrastructure, ERP, and digital initiatives
- Strong understanding of project management methodologies (e.g., PRINCE2, PMP, Agile)
- Experience of IT project lifecycles
- Demonstrated ability to manage complex portfolios and influence at senior levels.
- Excellent communication, leadership, and stakeholder management skills
- Proficiency in project management tools (e.g., MS Project, Jira, or similar)
- Strong team player with a growth mindset
