Location: Head Office, Blackpool, Cork (with some travel expected across Cork City & County).
Hours: 35 Hours per Week
Contract Type: Full Time, Permanent
Horizons invites applications for the position of Learning and Development Co-ordinator. The post holder will support the design, implementation, coordination and evaluation of learning and development programmes that enable employees to achieve their full potential. The role will contribute to organisational goals by promoting compliance, enhancing workforce capability, supporting leadership development and fostering a culture of lifelong learning and continuous improvement.
Working as part of the Training and Development Team, the Learning and Development Officer will coordinate learning programmes, maintain learning records and systems, facilitate training where appropriate, support managers in identifying development needs, and contribute to the continuous improvement of organisational learning practices.
Key Responsibilities
Learning Programme Coordination
- Coordinate the planning, scheduling and administration of training programmes across the organisation.
- Manage training calendars, course bookings, participant communications and attendance records.
Learning Needs Analysis
- Support managers and departments in identifying learning and development needs.
- Collate and analyse training data to identify trends, gaps and priority development areas.
Learning Delivery
- Facilitate induction, orientation and other learning programmes as required.
- Support the development and delivery of blended learning solutions, including face-to-face, virtual and e-learning programmes.
Learning Management Systems and Records
- Maintain accurate training records and employee learning histories.
- Administer the Learning Management System (LMS) and other learning technologies.
Evaluation and Continuous Improvement
- Gather and analyse participant feedback and learning evaluation data.
- Assist in measuring the effectiveness and impact of learning initiatives.
Stakeholder Support
- Act as a first point of contact for learning and development enquiries.
- Provide guidance to staff and managers regarding available learning opportunities and development pathways.
General Responsibilities
- Maintain confidentiality at all times.
- Comply with organisational policies, procedures and statutory requirements.
Person Specification
Essential Criteria
- A relevant qualification at QQI Level 6 or higher in Learning and Development, Human Resources, Business, Education or a related discipline.
- Minimum two years' experience in a learning and development, training, HR, organisational development or administrative role.
- Have valid work permission and eligibility to work in Ireland at the time of application.
- Experience coordinating training programmes and events, or comparable experience gained in a role with responsibility for organising, planning, coordinating and supporting a range of activities and initiatives.
- Experiencem maintaining databases, records and reports.
- Experience using Microsoft Office applications, particularly Excel, PowerPoint and Teams.

- Ability to maintain confidentiality and handle sensitive information appropriately.
Other essential requirements specific to the post:
Hold a full driver’s licence which allows for driving in Ireland and have access to personal transport for the requirements of fulfilling the duties of the post.
