About This Role

Role Purpose

Reporting to the L&D Lead, you will play a central role in bringing our People Strategy, Athrú, to life - particularly across capability, leadership and change.

This is a hands-on, delivery-focused role with real scope to shape how people learn and develop in Coimisiún na Meán. You will be central to delivering an effective and efficient L&D service by providing high-quality administrative and operational support that builds employee capability.

You will work closely with colleagues across the People & OD team and with an array of external vendors to support programme/service delivery.

We are looking for someone who is adaptable, efficient and passionate about delivering exceptional support to the learners in the workplace.

About the Team/Division

The POD team is made up of three sub-teams: OD, Talent Acquisition, and People Operations. It includes a Director, three Assistant Directors, five Higher Executive Officers, four Executive Officers, and one Clerical Officer. The team sits within the Corporate Services Division alongside Governance, Finance & Procurement, Change & Business Improvement, International Affairs, and the Commission Secretariat.

Key Responsibilities

•Assist in the provision of an effective L&D support service to meet the needs of employees at an individual, team and organisation-wide basis.

•Support the L&D Lead in all required administration activities necessary to assess and decide upon individual and team applications for L&D funding.

•Assist in the operational activity required to ensure the effective design and delivery of all L&D activity, including engagement with support vendors, communication to learners, etc.

•Act as an effective administrator for the organisation's e-learning platform, Cornerstone, ensuring an impactful and easy-to-navigate user experience for all employees.

•Enable the effective delivery of a range of leadership development programmes, services and initiatives, in areas including coaching, collaboration forums, bespoke training courses, etc.

•Use digital tools and platforms to scale L&D initiatives across a hybrid workforce.

•Support the evaluation of L&D initiatives, including gathering insights and using data to assess impact and inform continuous improvement.

About You

Experience, Skills, Knowledge & Qualifications

Essential Criteria

•(a) A minimum of 2 years of professional experience in a relevant role within an HR/L&D team or function.

OR

•(b) A qualification at Level 6 or higher on the National Framework of Qualifications (or equivalent) in a relevant area, i.e. HR Management, Business Management, Learning & Development, Organisational Psychology/Behavior, along with at least 1 year of professional experience in a relevant role within an HR/L&D team or function.

•Strong interpersonal & communication skills.

•A track record of being highly efficient and results-focused.

•Experience in effectively supporting the delivery of projects and programmes.

•Ability to work well on a team and on your own initiative, showing curiosity, adaptability and a willingness to try new approaches.

•Strong organisational & planning skills, with the ability to manage competing priorities effectively.

•An active interest in learning and development, and how it contributes to building organisational capability and performance.

•Proficiency with MS Office applications.

•Curiosity about data and insights, using feedback, metrics or evaluation to understand impact and improve outcomes.

Desirable Criteria

•Experience in HR, OD, L&D within the public or civil service.

•Membership of CIPD and/or L&DI.

•Experience in administering Learning and/or HR technology.

•This position is offered on a Permanent basis.

•Full time, 35 hrs per week

•Annual Leave: 23 days per annum

•The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office.

•Our office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20.

•This position is graded at the Executive Officer scale.

•Successful candidates will be appointed on the first point of the scale.

Citizenship Requirement

Eligible Candidates must be:

(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or

(b) A citizen of the United Kingdom (UK); or

(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons;

(d) A non-EEA citizen who has a stamp 4 permission* or stamp 5 permission.

*Please note that a 50 TEU visa, which is a replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4 equivalent
