Librarians play a critical role in promoting literacy and providing access to information and resources within the community. They manage library collections, coordinate programs and events, and assist patrons in finding materials, fostering a love for reading and lifelong learning. Additionally, they collaborate with local organizations and schools to support educational initiatives and enhance community engagement.

About Fingal County Council

Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There is 88kms of coastline, three large, protected estuaries and salt marsh habitats and 13 major beaches.

Fingal County Council is one of the county’s major local employers and currently employs approximately 1,600 staff. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal.

The Role

The Librarian is a middle management role at Grade V level and is central to the delivery of Fingal Libraries frontline services across Fingal Libraries. Successful candidates are assigned to a public library to assist the Senior Librarian with the day to day running of the library. Libraries services are provided over a six-day week and shift work will be required in line with public opening hours, including late evenings and weekends.

The Ideal Candidate Shall:

• Have the ability to supervise a team effectively;

• Have strong interpersonal and communication skills;

• Have an understanding of the role of a Librarian and a commitment to Continuous Professional Development (CPD);

• Have the ability to work with colleagues from other Fingal County Council departments and outside organisations;

• Have experience of working in a library

• Have excellent IT, Web and Digital skills and experience of using a wide range of technologies;

• Have a good understanding of Local Government and a commitment to public service with relevant administrative experience;

Duties

The duties and responsibilities of the post include but are not limited to the following:

• Bibliographic Services including maintaining the library collection

• Administration of Information Services, e-Services, Lifelong Learning and Outreach

• Staff supervision including Time and Attendance

• Assisting with the implementation of the library development plan and Fingal policies

• General branch management and development

• Event and project management including control of budgets

• Participation in library cultural & outreach programmes

• Assist with the organisation and promotion of events including use of social media.

• Assisting with the planning and delivery of literacy support services

• Promoting library services and increasing membership

• Ensuring full compliance with organisational policies and procedures

• Adherence to child protection, data protection, business continuity and other relevant matters, in accordance with Council policies.

• Promote and support the My Open Library service

• Other such duties as may be assigned from time to time.

Placement Opportunities

Successful candidates may be assigned to a variety of roles within the service, including:

• Branch Manager – leading day-to-day operations at a library branch

• Specialist Library Services – supporting non-circulating services such as mobile libraries or Local Studies

• Senior Librarian Support – assisting a Senior Librarian within one of the larger branch locations

• Library Headquarters – contributing to service-wide functions including Events & Public Relations, finance or Human Resources

• Acquisitions Librarian – managing the selection and procurement of library materials

Working Arrangements

Library services operate across a six-day week, and successful candidates will be required to work shift patterns aligned with public opening hours, which include evenings and weekends. Throughout the course of their appointment, candidates may also be transferred between service points as operational needs require.

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

EDUCATION, TRAINING, EXPERIENCE, ETC.

Candidates must on the latest date of receipt of completed application forms for the office:

a) Hold an Honours degree (Level 8 in the National Framework of Qualifications) in the area of Library and Information Services;
