Waterford and Wexford Education and Training Board, in partnership with the National Youth Council of Ireland and the Department of Education and Youth operate and deliver the Local Creative Youth Partnership (LCYP) under the Creative Ireland programme in our ETB region. The LCYP brings together representatives of the non-formal education and youth work sector as well as local arts, cultural and creative organisations and other relevant agencies. WWETB will be underpinned by the proposition that participation in cultural activity drives personal and collective creativity, with significant implications for individual and societal wellbeing and achievement. The objective is to create programmes that respond to the needs, interests and experiences of young people in ‘out of school’ settings with a particular focus on those who are marginalised or experience disadvantage to support them to act as change agents within their local communities.

Key Responsibilities

The Local Creative Youth Partnership Co-ordinator (LCYP Co-ordinator) has overall responsibility for researching, devising, implementation and delivery of the strategy and work-plan of the Waterford and Wexford Local Creative Youth Partnership (WW LCYP).

Programme Development and Delivery
  • Drive the creative and developmental vision of the local creative youth partnership and ensure that it is focused on delivering high quality experiences and outcomes for children / young people.

  • Be a key driver in leading and supporting the development of the WW LCYP.

  • Co-ordinate the development of a Local Creative Youth Partnership Plan in consultation with young people and the WW LCYP Advisory Group.

  • Establish and develop networks / links between the LCYP and those organisations in the region that work in the creative field and the non-formal education field.

  • Conduct in-depth youth consultations to help develop the LCYP (supported by Hub na nÓg e.g. training, advice and guidance etc.), ensuring that the voice of the young person is heard and informs all stages of programming, planning, delivery and evaluation.

  • Generate increased levels of participation among children / young people, particularly those who are marginalised or experiencing disadvantage.

  • Support the development of innovative, culturally inclusive youth work responses to meet the demands of new and existing groups, e.g. Young Migrants, Travellers, LGBTI+.

  • Manage the delivery of WW LCYP projects including co-ordination and administration as well as communications with all relevant project participants.

Strategic Partnership Development
  • Build and develop strategic partnerships and close working relationships, linking with a network of stakeholder agencies, organisations, groups and individuals within the public, private, community and voluntary sectors.

  • Establish and co-ordinate the WW LCYP Advisory Group that brings together representatives from the non-formal education, youth work, arts, cultural and creativity sectors.

  • Ensure effective and meaningful ways of involving children and young people in the LCYP structures.

  • Collaborate with WWETB Schools, Youth Work Affairs, Music Generation and any FET provision working with young people.

Leading and managing a team of artists, innovators and creators
  • Participate in the recruitment of a team of creative artists and practitioners.

  • Lead, motivate and manage this team in the design, development and delivery of a range of programmes of high artistic and educational standards in response to local need and context.

  • Plan and manage, on an ongoing basis, a range of professional development and training supports for this team which supports and cultivates a community of learning.

Public Awareness
  • Raise awareness about the LCYP through a variety of channels and outlets.

  • Overall responsibility for budget management, including procurement in line with WWETB financial management and procurement policies/procedures.

  • Financial and compliance reporting to WWETB and all funding departments/bodies.

  • Identify and access additional sources of funding where appropriate.

  • Asset management.

  • Ensuring compliance with WWETB child protection and safeguarding policies / procedures including Garda Vetting.

Monitoring, Evaluating and Reporting
  • Work closely with and report on a regular basis to LCYP stakeholders.

  • Monitor and evaluate progress and development on a continuous basis and ensure standards as set by WWETB are being achieved.

  • Develop success indicators and complete progress reports for WWETB and funders.

  • Evaluate the involvement of children and young people in the LCYP.

Other Duties
  • Undertake other duties at the direction of WWETB as required. Duties and responsibilities may evolve and change from time to time in accordance with the needs of the LCYP project and that of the organisation.

Essential Requirements

The following outlines the essential qualifications, skills, and competencies required for candidates applying for the LCYP Co-ordinator position. These criteria are designed to ensure that applicants possess the necessary foundation to excel in the role and contribute effectively to the organisation’s goals.

  • A recognised third level qualification in one of the following areas: Arts, Youth and Community Work, Education, Management or relevant discipline.

  • Experience / knowledge of practices and programmes in relation to arts / creativity / innovation / youth services / community and voluntary sector.

  • Experience of effective stakeholder engagement and partnership working.

  • Excellent report writing skills and high level of computer literacy.

  • Full driving licence.

  • Have the requisite knowledge, skills and competencies to carry out the role. Competencies will be informed by best practice Public Appointment Service competency frameworks for the Irish Public Service.

  • Be capable and competent of fulfilling the role to a high standard.

Desirable Requirements

The following outlines the desirable requirements for candidates applying for the LCYP Co-ordinator position:

  • Experience of working directly with children and young people.

  • Experience of financial / budget management and oversight.

  • Excellent planning, organisation, communication and teamwork skills.

  • Project management skills.

  • Excellent interpersonal, communication and team working skills.

  • Experience of developing and implementing strategy, programmes and initiatives.

Candidates must, by the date of job offer, be:

  • A citizen of the European Economic Area. The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or

  • A citizen of the United Kingdom (UK); or

  • A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or

  • A non-EEA citizen who is a spouse or child of an EEA or Swiss citizen and has a stamp 4 visa; or

  • A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or

  • A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or Switzerland and has a stamp 4 visa.

Starting Salary€58,475 per year
