JOB DESCRIPTION

Post Title: Local Creative Youth Partnership Coordinator

Grade: Senior Staff Officer, Grade VI

Initial Location: FET Administrative Headquarters, Mervue, Galway City

Capacity: Fixed Term contract to 31st December 2027

Reporting to: Director of Further Education and Training (FET) / FET Senior Management team.

Galway Roscommon Education and Training Board (GRETB) were selected to develop this pilot initiative under the Creative Ireland programme in 2021. The Local Creative Youth Partnership brings together representatives of the formal, non-formal, early years and youth work sector as well as local cultural and creativity resources and other relevant agencies. Galway Roscommon Creative Youth Partnership is underpinned by the proposition that participation in cultural activity drives personal and collective creativity, with significant implications for individual and societal wellbeing and achievement. The objective is to combine a wide range of resources to provide out-of-schools creative activities for children and young people that complement and work with the formal school settings.

INITIAL DUTIES AND RESPONSIBILITIES

PROGRAMME DEVELOPMENT AND DELIVERY

Drive the creative and developmental vision of the local creative youth partnership and ensure that it is focused on delivering high quality experiences and outcomes for children/young people.

  • Be a key driver in leading and supporting the continued development of the Galway Roscommon LCYP.
  • Establish and develop networks/links between the LCYP and those organisations in the region that work in the creative field and the non-formal education field.
  • Conduct in-depth youth consultations to help develop the LCYP (supported by Hub na nÓg e.g. training, advice and guidance etc.), ensuring that the voice of the young person is heard and informs all stages of programming, planning, delivery and evaluation.
  • Generate increased levels of participation among children/young people, particularly those who are marginalised or experiencing disadvantage.
  • Support the development of innovative, culturally inclusive youth work responses to meet the demands of new and existing groups, e.g. Young Migrants, Travellers, LGBTI+.
  • Manage the delivery of Galway Roscommon LCYP projects including co-ordination and administration as well as communications with all relevant project participants.

STRATEGIC PLANNING AND PARTNERSHIP DEVELOPMENT

  • Continue to work in Partnership with relevant stakeholders including agencies, organisations, groups and individuals within the public, private, community and voluntary sectors.
  • Ensure effective and meaningful ways of involving and consulting children and young people in the LCYP structures.
  • Implement the Galway Roscommon LCYP strategic plan.

LEADING AND MANAGING THE DEVELOPMENT OF CREATIVE INITIATIVES

Identify key creatives locally to implement initiatives based on needs identified in the Strategic plan.

  • Project manage the key creative initiatives already in place and plan for future initiatives.
  • Plan and manage, on an ongoing basis, a range of professional development and training supports for creatives who wish to work with young people and people working with young people who wish to engage creatively with this cohort.
  • Establish effective data management systems such as practitioner records, time tabling, spending and purchasing.

PUBLIC AWARENESS

  • Raise awareness about the LCYP through a variety of channels and outlets.

FINANCE AND COMPLIANCE

  • Responsibility for budget including procurement in line with Galway Roscommon ETB financial management and procurement policies/procedures.
  • Financial and compliance reporting to Galway Roscommon ETB and all funding departments/bodies.
  • Identify and access additional sources of funding where appropriate.
  • Asset management.
  • Ensuring compliance with Galway Roscommon ETB child protection and safeguarding policies/procedures including Garda Vetting.

MONITORING, EVALUATING AND REPORTING

  • Work closely with and report on a regular basis to LCYP stakeholders.
  • Monitor and evaluate progress and development on a continuous basis and ensure standards as set by Galway Roscommon ETB are being achieved.
  • Develop success indicators and complete progress reports for Galway Roscommon ETB and funders.
  • Evaluate the involvement of children and young people in the LCYP.

OTHER DUTIES:

CREATIVE YOUTH CO-ORDINATOR OTHER DUTIES 

Undertake other duties at the direction of CE/Director of FET as required, so as to ensure the successful implementation of the Creative Youth Partnership Plan. Duties and responsibilities may evolve or change from time to time in accordance with the needs of the organisation.

PERSON SPECIFICATION

ESSENTIAL QUALIFICATIONS

Education

A third level qualification in Youth Work, Community Development, Education, Arts/Creativity or equivalent is essential.

Driving Licence

Full clean valid driving licence and access to a car is essential.

DESIRABLE EXPERIENCE

  • Experience working with young people in the area of creativity
  • Experience of project management and coordinating events
  • Experience of developing programmes to meet the needs and interests of young people
  • Experience of working in partnership with a number of stakeholders
  • Ability to work on own initiative.
  • Ability to work through the Irish language is desirable

CONDITIONS OF SERVICE

Term of Appointment

The post is a whole-time temporary fixed term position from date of appointment until 31st December 2027.

Remuneration: €53,346 - €65,173 (including two Long Service Increments)

IMPORTANT NOTICE RE: SALARY:

As per DES guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting Salary is not subject to negotiation.

Hours of work:

A 35-hour week is in operation. Hours may be adjusted from time to time under relevant Public Sector Agreements. Attendance will be 35 hours per week, required during normal ETB office hours and at such other times as are necessary for the delivery of the Local Creative Youth Partnership. Attendance outside of office hours will be in agreement with line management.

Annual leave:

The Annual Leave entitlement for this post is 27 days.

This allowance is subject to the usual conditions regarding the granting of annual leave in GRETB, is based on a five-day week and is exclusive of the usual public holidays.

Driving Licence:

The post holder must hold a full valid driving licence and have full use of a mode of transportation. The post, while based in FET Administrative Headquarters in Mervue, covers the entire Galway and Roscommon region, and will require travel within the region.

Location:

The appointment will be to the Galway and Roscommon Education and Training Board administrative area (Co Galway [incl. Galway City] and Co Roscommon). The Coordinator post will initially be based in Further Education and Training Administrative Headquarters, Mervue, Galway, but from time to time will demand the flexibility to operate from alternative locations across the region as required.
