Description & Role Overview

We are delighted to offer the opportunity for a dynamic and solutions-oriented Monitoring, Evaluation and Learning (MEL) professional to join the CRC team and play a leading in role in the organisation’s journey towards evidence-informed continuous improvement.

Our 2025-2030 strategy sets out the renewed purpose, bold ambitions and values-led direction of the organisation. The Transformation Management Office (TMO) is playing a central role in strategy implementation, creating the space and structure to think about strategic change and engaging constructively with staff across the organisation to problem solve, surface issues and ensure feedback is collaborative and genuinely two-way.

The MEL Lead will play a key role in the TMO, drawing on their experience and values to help ensure results and progress are being captured and reported; success is being celebrated and recognised; learning and evidence is informing improvement initiatives; and service users remain at the heart of everything we do.

The role will be fully reflective of the organisation’s values and the successful candidate will be expected to demonstrate these values every day in their work, including through:

  • Person-Centredness: Designing and implementing measures and tools, tailored to the needs of CRC service users and staff, to monitor delivery of the strategy
  • Quality: Collecting, managing and reporting on a robust portfolio of evidence from which to track progress and generate learning to support iterative improvements in organisational performance and impact
  • Respect: Working with a variety of stakeholders and teams across the CRC to promote buy in for strategic changes, reflection and continuous improvement
  • Courage: Thinking creatively and boldly to generate actionable insights through case studies, visualising data and knowledge products for a wider audience
  • Collaboration: Engaging with relevant stakeholders to determine appropriate monitoring activities and obtain data. Where data is not currently available, working with stakeholders to establish appropriate systems and processes to address gaps
  • Stewardship: Highlighting evidence-based examples of good practice, efficiency and value for money arising from strategy implementation and continuous improvement initiatives.

Message from the TMO Lead: The TMO at CRC is still relatively new and I am looking for someone who is creative, dynamic and strategic to work with me to shape the TMO and the way the CRC approaches strategy implementation. The role is diverse and there will be significant scope for you to lead its development as well as grow your own skills as we implement new ways of working, operating models, technologies, and cultural shifts aligned to our strategic vision. There is no expectation that you will come into the role knowing everything – the most important things are a collaborative mindset, a can-do attitude and a willingness to learn. Qualifications, Skills and Experience

  • Tertiary (level 6 or above in Republic of Ireland; UK or international equivalent acceptable) qualification in a relevant area (e.g. social sciences, governance and public policy, economics, monitoring and evaluation, etc.).
  • Minimum 3 years’ experience working in roles relevant to monitoring, evaluation and learning, with demonstrable application of CRC organisational values.
  • Experience designing MEL tools and measures to capture progress towards measurable targets and generate learning from implementation of change programmes.
  • Strong analytical skills, both qualitative and quantitative, including an understanding of programme evaluation.
  • Ability to manage, compile and analyse data and information using the Microsoft Office 365 suite, including MS Excel, Power BI, etc.
  • Experience managing and maintaining sensitive and confidential information, ensuring it is handled securely and in compliance with data protection policies and procedures.
  • Proficiency in using data visualisation tools and techniques, including charts, infographics, dashboards etc., to produce meaningful and accessible insights
  • Exceptional written and verbal communication skills, including demonstrable experience delivering high quality written outputs, such as progress reports, studies/research, case studies, learning briefs etc.

Detailed List of Responsibilities & Deliverables (Annex)

Review and update MEL Framework

  • Conduct thorough quality assurance reviews of the MEL Framework, ensuring activities are complementary and appropriate in relation to strategy implementation, and adhere to best practice.
  • Regularly update the MEL framework (quarterly) to ensure it remains fit for purpose and iteratively improves monitoring and evaluation activities.
  • Work with the TMO Lead to develop an annual MEL workplan, clearly setting out goals and deliverables over the upcoming 12-month period, as well as a high-level indication of deliverables over the lifetime of strategy implementation.

Undertake key monitoring and evaluation activities

  • Co-design tools and processes to collect data and feedback for strategy implementation KPIs across all strategic priority areas. This includes development and collection of cross-departmental data as well as incorporating insights from service users and external stakeholders where appropriate.
  • Collect and organise baseline data from which to measure progress strategy implementation going forward.
  • Establish data collection routines to inform regular progress reporting across the lifetime of strategy implementation.
  • Engage with relevant stakeholders in the CRC (e.g. Senior Management, Heads of Discipline, Kaizen Office, team managers) to determine appropriate monitoring activities, and obtain data from relevant systems and sources. Where data is not currently available, work with relevant stakeholders to establish appropriate systems and processes to generate data.
  • Regularly meet with strategy action owners to monitor progress against their planned activities and assist them with performance reporting.
  • Identify risks and emerging trends related to strategy implementation, escalate to the TMO Lead and Senior Management as appropriate and support risk mitigation.

Support the production of TMO deliverables and learning products

  • Collaborate with stakeholders to produce analysis, record lessons learned, support the development of CRC’s evidence base, generate buy in for strategic changes and promote continuous improvement.
  • Develop a portfolio of innovative data visuals, infographics and dashboards, making results and insights actionable and accessible for a wide range of audiences, including internal and external stakeholders.
  • Draw on the MEL evidence base to report, present and provide advice to the CRC leadership team and managers, and external stakeholders as required, that translates data into meaningful information about impact.
  • Facilitate learning events with the CRC team and other stakeholders to encourage reflection, knowledge uptake and innovation going forward.

Other

  • Contribute to weekly meetings and informal ad hoc progress updates, as required.
  • Assist in the development of annual workplans related to strategy implementation and undertake regular reviews of progress against outputs and outcomes contained therein.
  • Work with Quality, Risk and Safety (QRS) to support the design of a process for reviewing pilot interventions and services to capture user experience, outcomes and learning.
  • Work with the Human Resources (HR) team to ensure the MEL Framework supports CRC performance management processes and resource planning.
  • Work with the Communications Team as required to provide MEL evidence for communication activities.
  • Deliver training and capacity-building for relevant CRC staff on the MEL elements of their roles.
  • Contribute to the development of the post while in office
  • Other tasks as appropriate to the post which may be assigned.

In undertaking the above, the adviser will work in a collaborative manner with CRC team members in the TMO, leadership team, and wider staff, as well as with service users and other external stakeholders as appropriate.

Deliverables

  • MEL Framework: quality assured and regularly updated MEL framework to guide MEL activities throughout the course of the strategy implementation period.
  • Progress and MEL reports: as required per data collection and reporting routines to be stablished.
  • Knowledge and learning products: innovative MEL products that visualise data, generate learning and inform continuous and iterative improvements, e.g. infographics, case studies and vignettes to make strategy implementation progress accessible to a range of audiences.
