Motor Mechanic
Kerry County Council’s Machinery Yard is part of the wider Roads & Transportation Directorate and operates out of the Rathass Complex. This Complex has a well-equipped garage, workshop, stores, and secure parking for all plant.
The Machinery Yard has a complete range of road-making equipment including rigid body and articulated Trucks, Bitumen Sprayers, Road-Finishing Pavers, Graders, Rollers, Self-Propelled Chip Spreaders, Salting Plant, JCBs, etc.
Kerry County Council relies on their Machinery Yard to carry out its annual Road Works and Winter Maintenance Programmes, as well as day-to-day support for the wider Roads & transportation function including haulage, road making, and surface dressing plant.
The person employed will be required to carry out maintenance and complete overhaul of all types of existing vehicles including trucks, vans, excavators, pavers, graders, self-propelled chip spreaders, bitumen sprayers, rollers, low loaders, etc. both in the Council workshop and on sites throughout the County.
Council Mechanics currently carry out such work on heavy-duty diesel and petrol vehicles and equipment and will also be required to undertake training/re-skilling as necessary to carry do so on any Electric and/or Alternatively Fueled Vehicles introduced to the Council’s stock of plant. The appointee will discharge these, and any/all other duties assigned to them by the Machinery Engineer, Fleet Manager & Workshop Foreman.
Appointments: Subject to the availability of suitability qualified candidates a panel will be formed on the basis of this competition, from which both permanent and/or temporary offers of employment may be made.
Weekly Wage: €806.10 - €926.96 with annual increments payable subject to satisfactory overall performance, attendance, etc.
Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. Where the person being appointed is a serving local authority employee, normal starting pay rules will apply.
An annual Craftworker Tool Allowance of €888 per annum is also payable.
Annual Leave:25 days per annum
Hours of Work:While the normal working week will constitute 39 hours, the appointee will be required to work the hours directed by the Chief Executive of Kerry County Council, which will include hours outside of the normal working day associated with the responsibilities and requirements of the post.
It is understood that there will be occasions outside of normal working hours when the person employed will make themselves available to assist in dealing with special circumstances, and to take appropriate action in any emergency. The Council requires that the carrying out of such duties be in a spirit of co-operation and good-will.
Duties & Responsibilities

The appointee will discharge these, and any/all other duties assigned to them by the Machinery Engineer, Fleet Manager & Workshop Foreman. These duties will include, but will not be limited to the following:-
· driving, maintenance and due care of all appropriate Council vehicles
· keeping records of jobs and materials used as required for costing purposes
· completion of Job Cards and sign-off (both hardcopy & electronically)
· being responsible for custody and charge out of materials in his/her care from Stores, and for the keeping of records necessary in relation to same
· keeping such work records, work schedules and worksheets as required
· furnishing all reports and returns as required on plant and transport to his/her immediate Line Manager
· undergoing training at assigned destinations in relation to new systems, processes, devices and equipment and utilise such systems, processes, devices and equipment in the course of work
· complying with all requirements of the Performance Management Development System operated by Kerry County Council
· being available for and performing assigned duties on any out-of-hours on-call roster in operation
· providing his/her own comprehensive set of tools/toolbox and ensuring same are maintained and in good order
· completing such risk assessments and risk assessment reports, including daily walk-around checklists, as are required for compliance with the Council’s Occupational Safety, Health, and Welfare Management System and/or designated Safety Management System
· performing all assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public, at all times in compliance with Kerry County Council’s Health & Safety Management System
· participating in corporate activities and responsibilities appropriate to their grade
· undertaking any other duties of a similar level and responsibility as may be required, or assigned, from time to time
· deputising for other employees of a higher grade as required
Eligibility Criteria
Applications are invited from suitably qualified persons who wish to be considered for inclusion on panels from which vacancies for Motor Mechanic may be filled.
Character:
Each candidate must be of good character.
Health:
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Citizenship:
Candidates must, by the date of any job offer, be:
a) a citizen of the European Economic Area (EEA), or
The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway
b) a citizen of the United Kingdom (UK), or
c) a citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons, or
d) a non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa, or
e) a person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa, or
f) a non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa
Education/ experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms:
(a) be a qualified Mechanic and have served a recognised apprenticeship and obtained a minimum National Craft Cert or equivalent (Candidates must supply documentary evidence in support of this qualification), and
(b) have an apprenticeship experience working in a recognised garage, with experience of service and repair of vehicles including diagnostics and electrical systems, overhaul of petrol and diesel engines, etc. as well as welding and fabrication capabilities
(c) hold a full clean current driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence
(d) have a good standard of education sufficient to enable them to carry out their duties efficiently
It is also desirable, though not essential that candidates have experience/qualifications in hydraulics, pneumatics, electronics/diagnostics.
Possession of a driving licence in respect of Category C Vehicles is also desirable, though applicants may be considered for employment without holding same subject to requirement that they will on employment commit to undertaking the required training/testing to obtain such a licence within a specified timeframe.

Step 1: Initial Screening
In the first instance, all applications received by the latest date/time for receipt of completed applications will be screened for eligibilty in accordance with the qualifications for the post as set out in this booklet.
Step 2: Shortlisting
Dependingon the number of applications received, a shortlisting exercise may be carried out based on an examination of application forms having regard to the requirements for the position. It is therefore in your own best interest to provide a detailed and accurate account of your relevant qualifications/experience on the application form.
Step 2: Practical Assessment
A Practical Assesment will be carried out wherein candidate’s will be examined/assessed in relation to their competence in dealing with issues relecant to the role of Mechanic.
Step 4: Interview
Candidates who successfully progress from shortlisting/practical assessment will be invited to attend for interview.
Interview
Candidates invited to attend for interview will be expected to demonstrate the following knowledge, skills and experience: -

Candidates will be assessed and marked on the basis how they demonstrate their knowledge, skills and experience at interview.
