Purpose of the Post:
The Assistant Director of Midwifery / Designated Midwife Officer - Homebirths will work as part of the Midland Regional Hospital Portlaoise Senior Midwifery Management Team.
The role of the HSE’s Designated Midwifery Officer (DMO) is to monitor the provision of the homebirth service provided under the homebirth service agreement and to facilitate communication and co-operation between the SECM, expectant woman and the HSE Maternity Unit / Hospital. This will include the approval of each homebirth on its merits as per the agreement, continuous risk assessment and approval and sign-off of each birth for payment. The post holder will also be responsible for the development of the hospital’s community midwifery led services.
The post holder will be responsible for all aspects of the management, monitoring and co-ordination of the HSE Homebirths Service including the integration of the HSE Homebirths Service within the supported care pathway.
The ADOM / DMO will be a key stakeholder in the development of community services with DOM & MDT and Group CEO as per MOU Governance structure:
a) National Director of HSE Acute Hospital Operations / National HSE Homebirth Oversight Steering Group.
b) CEO Hospital Group / Chief Director of Nursing & Midwifery / Maternity Network.
c) Director of Midwifery / Obstetric Lead Maternity Unit / Hospital.
d) HSE Designated Midwifery Officer; and Homebirths Service Agreement.
Eligibility Criteria, Qualifications and / or Experience
1. Statutory Registration, Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition: -
(i) Are registered, or be eligible for registration, in the Midwives Division of the Register of Nurses & Midwives, as maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).
AND
(ii) Have 7 years post registration midwifery experience and 3 years midwifery management experience at Clinical Midwife Manager 2 (CMM2) grade or above.
AND
(iii) Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality and Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher standard in a health care or management related area.
AND
(b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.
2. Annual Registration
(i) On appointment practitioners must maintain live annual registration in the Midwives Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).
AND
(ii) Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
3. Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.
Post Specific Requirements:
Demonstrate depth and breadth of midwifery evidence based practice experience.
