There is currently twopermanent, whole-time and one specified purpose, whole-time Clinical Nurse Manager 3 – Bed Management vacancies available in the Midland Regional Hospital Portlaoise.

A panel may be formed as a result of this campaign for a Clinical Nurse Manager 3 – Bed Management from which current and future, permanent and specified purpose vacancies of full-time or part-time duration may be filled.

Purpose of the Post:

Post holder is responsible for:

  • Ensuring the efficient use of hospital beds.
  • Implement and manage efficiently and effectively the Hospital Wide System Escalation Framework and Procedure.
  • Facilitate the hospitals daily huddles, to identify PDD’s and next day PDD’s.
  • Promote early discharge planning at source of admission, ensuring all patients potential discharge date is set on admission.
  • Ensuring the KPI’s of the Emergency Medicine Programme and Acute Medicine Programme are met.
  • Overseeing the management of the Visible Hospital, ensuring the flow and egress of the patient is in line with National Standards.
  • Ensuring an accurate waiting list is maintained for all admissions.
  • Implementing the Admission Policies for both scheduled and unscheduled care.
  • Providing evidence of efficient and effective budgetary management.
  • Responsible for facilitating communication across the healthcare teams and maintaining open dialogue with other external healthcare facilities.

Eligibility Criteria, Qualifications and / or Experience:

1. Statutory Registration, Professional Qualifications, Experience, etc

(a) Eligible applicants will be those who on the closing date for the competition: -

(i) Are registered, or are eligible for registration, in the General Nurse Division, and other divisions as relevant to the specific service, of the Register of Nurses & Midwives, as appropriate, maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

AND

(ii) Have at least 5 years post registration full-time experience (or an aggregate of 5 years full-time post registration experience) of which 2 years (or an aggregate of 2 years post registration full-time experience) must be in the speciality or related area.

AND

(iii) Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.

AND

(iv) Candidates must demonstrate evidence of continuous professional development.

AND

(b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.

2. Annual Registration

(i) On appointment, practitioners must maintain live annual registration on the relevant division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

AND

(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

3. Health

Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Character

Candidates for and any person holding the office must be of good character.

Post Specific Requirements:

Demonstrate depth and breadth of experience in an acute hospital setting in:

  • Discharge Planning Environment,
  • Bed Management System,
  • Admission Environment,
  • Requirement to work variable shift pattern.
