Purpose of the Post:

The post of the Clinical Nurse Manager 3 – Theatre / Endoscopy / Minor Ops / Local Decontamination Unit has a pivotal role in service planning, co-ordinating, and managing activity and resources within the clinical area. The Clinical Nurse Manager 3 – Theatre / Endoscopy / Minor Ops / Local Decontamination Unit responsibilities include overseeing the quality of nursing care, the development and implementation of policy and procedures, the monitoring of activity and the delivery of agreed levels of service for the designated areas.

The post will also have a key role in providing clinical leadership and promoting the values of the organisation and should provide efficient and effective budgetary management of services.

This role will develop in line with service needs as defined by the Director of Nursing and ongoing service developments within the Health Region.

Eligibility Criteria, Qualifications and / or Experience:

1. Statutory Registration, Professional Qualifications, Experience, etc

(a) Eligible applicants will be those who on the closing date for the competition: -

(i) Are registered in the General Nurse Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.

AND

(ii) Have at least 5 years post registration full-time experience (or an aggregate of 5 years full-time post registration experience) of which 2 years (or an aggregate of 2 years post registration full-time experience) must be in the speciality or related area of Operating Theatre.

AND

(iii) Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.

AND

(iv) Candidates must demonstrate evidence of continuous professional development.

AND

(b) Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.

2. Annual Registration

(i) On appointment, practitioners must maintain live annual registration on the General Nurse Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

AND

(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

3. Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Character

Each candidate for and any person holding the office must be of good character.

Post Specific Requirements:

Demonstrate depth and breadth of experience in Peri-Operative Nursing.

Demonstrate depth and breadth of experience / knowledge of Endoscopy Nursing, and national standards and guidance on the decontamination of RIMDs and Endoscopes.
