Purpose of the Post:
- The primary responsibility of the Laboratory IT Specialist is to manage all ICT-related projects in the Pathology department, and ensure the support; stability and integrity of all current systems are optimised.
- In conjunction with the Local IT and the Laboratory Manager to plan, organise and execute ICT-related projects to enhance the laboratory’s quality management function and support the communication and interface for all laboratory users of the system.
- Compliance with accreditation protocols for testing and validation and controls in relation to information management are a key feature for all projects daily management operations.
- To be responsible for coordinating the delivery of laboratory services in the pathology department.
- To provide support for the development of services embracing continuous quality improvement and the management of change necessary to achieve organisational objectives.
- To engage and participate in the new LIMS national project implementation team for the laboratory together with the Hospital project implementation team.
- To work in collaboration with the Laboratory Directorate, Quality Manager and other members of the Multi - Disciplinary team.
- Interdepartmental cooperation and team work is an essential component of providing an integrated Laboratory IT service at MRHP
Eligibility Criteria /Qualifications and/ or experience:
1.Professional Qualifications, Experience, etc.
This campaign is confined to staff who are currently employed by the HSE,TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)
AND
(ii) Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
AND
(iii) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI) in information technology
AND
(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
2.Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3.Character
Candidates for and any person holding the office must be of good character.
Post Specific Requirements:
- Demonstrate depth and breadth of experience in a Laboratory or Information Technology position as relevant to the role
- Experience delivering ICT services or technology-enabled transformation in a complex environment with multiple stakeholders.
- Successful project management experience in a multi-stakeholder organisation, including proposal development, implementation, and project transition to ongoing operations. Ability to successfully manage a range of projects concurrently and maximise the effectiveness of available resources.
- Knowledge and understanding of the healthcare system in Ireland and the issues in implementing ICT enabled change.
