There is currently one permanent, whole-time Medical Scientist, Specialist – Laboratory IT Specialist vacancy available in the Laboratory at the Midland Regional Hospital Portlaoise.

Purpose of the Post:
- The primary responsibility of the Laboratory IT Specialist is to manage all ICT related projects in the Pathology Department, and ensure the support; stability and integrity of all current systems are optimised.
- In conjunction with the Local IT and the Laboratory Manager to plan, organise and execute ICT related projects to enhance the laboratory’s quality management function and support the communication and interface for all laboratory users of the system.
- Compliance with accreditation protocols for testing and validation and controls in relation to information management are a key feature for all projects daily management operations.
- To be responsible for co-ordinating the delivery of laboratory services in the pathology department.
- To provide support for the development of services embracing continuous quality improvement and the management of change necessary to achieve organisational objectives.
- To engage and participate in the new LIMS national project implementation team for the laboratory together with the Hospital project implementation team.
- To work in collaboration with the Laboratory Directorate, Quality Manager and other members of the Multi-Disciplinary team.
- Interdepartmental co-operation and team work is an essential component of providing an integrated Laboratory IT service at the Midland Regional Hospital Portlaoise.
Eligibility Criteria, Qualifications and / or Experience:
1. Statutory Registration, Professional Qualifications, Experience, etc.
(a) Eligible applicants will be those who on the closing date for the competition have the following: -
(i) Be registered, or be eligible for registration as a Medical Scientist on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.
OR
(ii) Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005, (see note 1 below*), must submit proof of application for registration with the Medical Scientists Registration Board at CORU. The acceptable proof is correspondence from the Medical Scientists Registration Board at CORU confirming their application for registration as a Section 91 applicant was received by the 30th of March 2021.
AND
(iii) Possess a Master’s Qualification (MSc) or equivalent (NFQ Level 9) postgraduate qualification on the National Framework of Qualifications (NFQ) maintained by Quality and Qualifications Ireland (QQI) in a Science related discipline, as relevant to the role. Validated by the Academy of Clinical Science and Laboratory Medicine.
OR
(iv) An equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine (ACSLM).
OR
(v) Possess Fellowship of the Academy of Clinical Science and Laboratory Medicine awarded before July 2018.
OR
(vi) Have attained the Fellowship of the Institute of Biomedical Science by examination or thesis (awarded prior to 1999).
AND
(vii) Possess four years full-time clinical experience (or an aggregate of four years’ full-time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.
AND
(viii) Demonstrate knowledge and experience in the appropriate specialist area.
AND
(ix) Demonstrate evidence of continuing professional development relevant to the required area of specialism / role.
AND
(x) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
AND
(xi) Provide proof of Statutory Registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU before a contract of employment can be issued.
OR
For a section 91 candidate you must submit proof of application for registration see criterion 1a (ii).
2. Annual Registration
(i) On appointment practitioners must maintain annual registration on the Medical Scientists Register maintained by the Medical Registration Board at CORU.
AND
(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
3. Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.
Note 1*
Section 91: Candidates who qualified before the 31st of March 2019 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years full-time (or an aggregate of 2 years full-time), between the 31st of March 2014 and the 31st of March 2019 are considered to be Section 91 applicants under the Health and Social Care Professionals Act 2005.
Post Specific Requirements:
- Demonstrate depth and breadth of experience in a Laboratory or Information Technology position as relevant to the role.
- Experience delivering ICT services or technology enabled transformation in a complex environment with multiple stakeholders.
- Successful project management experience in a multi-stakeholder organisation, including proposal development, implementation, and project transition to ongoing operations. Ability to successfully manage a range of projects concurrently and maximize the effectiveness of available resources.
- Knowledge and understanding of the healthcare system in Ireland and the issues in implementing ICT enabled change.
