This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867

There are currently two available vacancies which are for a temporary/ specified purpose period of 2 years.

The Service/ Directorate area location within the Midland Regional Hospital Tullamore will be confirmed at contracting stage.

A panel may be formed as a result of this campaign for Grade VII Business Manager from which current and future, specified purpose vacancies of full or part-time duration may be filled.

Purpose of the Post

The purpose of this post is to provide business management, programme and project support to the Hospital in the planning, delivery and performance management of scheduled care services.

The role will support improved access to care, effective waiting list management and the delivery of national and hospital service priorities through robust project management, performance monitoring and stakeholder engagement.

The post holder will work collaboratively with clinical, operational and corporate stakeholders to drive service improvement, support change and enhance patient outcomes within agreed governance frameworks.

Eligibility Criteria

Qualifications and/ or experience

(a) Eligible applicants will be those who on the closing date for the competition:

Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)

and

have not less than two years’ satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

and

Have satisfactory experience of working in a complex healthcare or public service environment, with an understanding of the operational, governance and performance management requirements of an acute hospital setting.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Post Specific Requirements

  • Experience delivering multiple service improvement projects within healthcare settings, managing competing priorities, engaging multidisciplinary stakeholders and progressing initiatives through established governance frameworks.
  • Strong knowledge of scheduled care pathways and performance management, including access to care, waiting list management, patient flow, KPI development and the use of data to support evidence-based decision making.
  • Proven capability in change management and communication, including service redesign, policy implementation, development of business cases or improvement plans, and clear reporting to senior management, aligned with HSE values and continuous professional development.
