Donegal ETB, on behalf of DMEP, now seeks to employ a Music Development Manager to manage its extensive music education programme that provides instrumental and vocal tuition for children and young people in the Donegal area. The successful candidate should have a breadth of experience and understanding of performance music education across a range of ages, genres of music and contexts, from pre-school age to young adults in formal and informal settings.

Qualifications for the Post
  • A professional qualification in music or music education and/or a relevant Level 7 qualification (e.g. music degree, arts management, business management, etc.) and/or

  • Proven track record of at least five years’ experience in music development, music education management, or another relevant artistic field

  • An ability to communicate through Irish is also desirable

Experience and Requirements
  • Previous experience in arts administration, preferably in the area of music education and/or music development

  • Working experience of music and arts education policies

  • A successful track record of initiating, managing and developing arts projects

  • Experience in organising Continued Professional Development for music professionals is desirable

  • Demonstrated working knowledge of issues relating to the development of a music service

  • Enthusiasm for the development of music education

  • Ability to manage, direct, lead, coordinate, supervise and support a team in providing and supporting the Local Music Education Service Project

  • Working knowledge of budgeting and account management

  • Ability to prepare funding applications to meet funding criteria

  • Knowledge of Government policy as it relates to education, particularly music education

  • Satisfactory knowledge of the powers, duties and functions of Donegal ETB

Role Description

Working with the members of Donegal Music Education Partnership:

Management & Co-ordination

Manage and coordinate the delivery of the DMEP’s extensive music education programme, including:

  • Budget management

  • Staff management

  • Programme management

  • Marketing / PR management

  • Responsibility for evaluation and quality assurance

  • Administration

Partnership
  • Ability to network, build and develop partnerships with agencies, organisations, groups, and individuals across the public, private, community, and voluntary sectors

  • Ability to access additional sources of funding where appropriate

Project Development
  • Develop the breadth and scope of DMEP’s programmes in response to local needs

  • Establish programming links with education, arts, music, and music education organisations locally, regionally, and nationally

  • Develop and maintain ongoing evaluation and quality assurance

  • Work with instrumental and vocal tutors on programming and promote their professional development

  • Participate in the Music Generation National Network

Donegal Music Education Partnership
  • Report regularly to the Director of Schools or their delegated officer

  • Provide regular updates to the DMEP Advisory Committee

  • Convene meetings, prepare agendas, write and circulate minutes, and prepare reports

Person Specification and CompetenciesCitizenship Requirement

Candidates must be:

  • Citizens of the European Economic Area (EEA) or

  • Non-EEA nationals with a valid work permit

  • Swiss citizens may apply under EU agreements

Health and Character
  • Health and character declaration and Garda Vetting required

  • Must meet the physical demands of the role

  • References will be sought

  • Some posts may require special security clearance

Qualifications

Essential:

  • A professional qualification in music or music education and/or

  • A relevant Level 7 qualification (e.g. music degree, arts management, business management, etc.) and/or

  • At least five years’ experience in music development, music education management, or another relevant artistic field

  • Irish language proficiency is desirable

Experience

Essential:

  • Experience in leading and developing musician/artistic and administrative teams

  • Project planning, delivery, and management of developmental initiatives

Desirable:

  • Excellent understanding of performance music education, education policies, and the local music/music education sector

  • Track record of developing and sustaining strategic partnerships

  • Experience in or understanding of large public sector organisations

  • Strong financial and budget management skills

  • Experience preparing reports and statistical information

  • Excellent written, verbal, and digital communication skills

Additional Information
  • Annual Leave: 30 days

  • Salary: €47,932.00 – €74,735.

    • On appointment, the employee will be placed at the minimum of the scale.

    • Existing public servants on promotion will have salary applied per Department of Education Circulars.
