NSS Client Services Staff Officer
The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.
Our programmes focus on looking for early signs of disease in healthy people, so that we can:
- detect health issues early
- help prevent disease
- ensure that anyone who does develop the disease being screened for has the best chance of early, more effective treatment
- reduce people’s risk of developing a disease or its complications • support people in making informed decisions about their health

The Opportunity
To support the effective day-to-day operation of the Client Services Department within the National Screening Service (NSS), providing comprehensive administrative and operational support across all areas of client services.
The post holder will support the implementation and administration of a range of client service functions, including but not limited to:
- To support the Head of Client Services and team leads in delivering the operational and administrative departmental objectives.
- Service user feedback and complaints management processes in line with HSE’s Your Service Your Say (YSYS) policy
- Information governance activities, including records management, requests for service user records under freedom of information and GDPR, and data protection requirements.
- Service user requested reviews and other statutory or organisational review processes.
- Quality assurance, audit, reporting, and continuous service improvement initiatives.
- Client and stakeholder communicationsincluding enquiry management
- Provide comprehensive administrative support for both existing and newly established Client Services processes.
- Departmental projects, process improvements, and training initiatives
This role requires strong organisational skills, excellent stakeholder engagement capabilities, and a commitment to delivering high-quality services that meet organisational, regulatory, and service user expectations.

The Person - Professional Qualifications, Experience, etc
Eligible applicants will be those who on the closing date for the competition:
Have satisfactory experience as a clerical officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
Or
Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
Or
Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.
Or
Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).
Post Specific Criteria:
- Significant experience of working within and through a team and working collaboratively with multiple internal and external stakeholders.
- Experience in the area of preparation, reporting, analysing data, and producing summary reports from multiple data sources.
- Experience of working in a complex environment including managing competing and concurrent high-volume workloads whilst ensuring compliance and accuracy, as relevant to the role.
- Demonstrated ability to learn and apply new policies, procedures, systems and legislation, adapting effectively to changing service requirements.
- Experience of organising meetings, agenda setting, minute taking and the appropriate follow up of action
- Working knowledge of dealing with service user complaints or requests for service users records under FOI/GDPR/YSYS/Part 5 Patient Safety Act
