The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.

Our programmes focus on looking for early signs of disease in healthy people, so that we can:

  • detect health issues early
  • help prevent disease
  • ensure that anyone who does develop the disease being screened for has the best chance of early, more effective treatment
  • reduce people’s risk of developing a disease or its complications • support people in making informed decisions about their health

The Opportunity

The purpose of the role is to take a lead role in the database and application support function, including managing NSS Application support personnel, to ensure the availability and integrity of data used by National Screening Service programmes, and the processes used in data acquisition and data use within those systems.

The post holder will also advise/develop/enhance the data gathering and reporting schema for the Programmes. To work across all programmes in conjunction with the ICT Team in providing a quality service to its users across all screening programmes. It may be necessary to work outside normal hours on occasion as is typical with roles involving critical infrastructure and services

This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867

The Person - Professional Qualifications, Experience, etc

(a)Eligible applicants will be those who on the closing date for the competition:

Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)

AND

have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

AND

(b). Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office

Post Speciic Crietria

  • Experience leading and supporting ICT projects, including project planning, stakeholder engagement, risk management and change management
  • Building productive relationships with multidisciplinary teams and diverse stakeholders.
  • Preparing technical documentation and reporting
  • Demonstrated experience in vendor and stakeholder management.
  • Proficient in database management using MS SQL Server 2016/2019.
  • Proficient in using Database Management and Querying tools.
  • Experience supporting programmes involving clinical services, population health, screening programmes, digital health, quality improvement or service transformation.
