NSS Head Of Human Resources
The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.
Our programmes focus on looking for early signs of disease in healthy people, so that we can:
- detect health issues early
- help prevent disease
- ensure that anyone who does develop the disease being screened for has the best chance of early, more effective treatment
- reduce people’s risk of developing a disease or its complications • support people in making informed decisions about their health

The Opportunity
To lead the National Screening Services (NSS) Human Resources & Corporate Services function and ensure that the National Screening Services are designed and fit for purpose; to provide professional HR services to transform the NSS's capability to deliver safer better healthcare by creating an environment that supports and values staff.
Principal Duties and Responsibilities
The position of Head of Human Resources encompasses both managerial and administrative responsibilities which include the following:
Management/ HR/ Administration
- Guide and manage the overall provision of Human Resources services, policies, and programs for the National Screening Service
- Lead out on the development of a Corporate Services function to ensure the effective provision of a range of support services to management and staff of the National Screening Service and provide administrative leadership for these support functions
- Develop and implement the HSE's Human Resource Strategy in support of the efficient and effective development and deployment of human resources within the service to achieve its business objectives
- Develop an overall HR business plan with measurable objectives and a budget
- Support the Chief Executive Officer with appropriate business services
- Ensure accurate and relevant information is accessible in a timely and clear manner to support delivery of services
- Provide line management to the HR Team & administrative leadership for support functions
- Oversee talent management, strategy and implementation including workforce planning, recruiting, training and development; performance planning, management development, and improvement; and succession planning; employee safety; welfare; wellness and health
- Lead out on organisation development, change management, and environment at work initiatives
- Oversee employment law compliance and compliance with HSE policies and procedures
- Responsible for policy development, documentation, training, and implementation
- Managing agency staff in line with the HSE Agency Framework
- Analysis of the effectiveness of all human resources efforts
- Identify and evaluate national and local priorities that must be considered in the Human Resources planning process and their implications

The applicant pool for this campaign is restricted to existing HSE staff working at General Manager grade
- Extensive experience at a senior level in a Human Resource role in the HSE
- A proven ability to develop, manage and deliver effective HR and Corporate Services strategies
- A record of delivering change, working in a complex environment through strong interpersonal and communications ability
- Experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to the role
- A track record of successful and innovative leadership
- Experience of managing a team
- Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office
