The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.

Our programmes focus on looking for early signs of disease in healthy people, so that we can:

· detect health issues early

· help prevent disease

· ensure that anyone who does develop the disease being screened for has the best chance of early, more effective treatment

· reduce people’s risk of developing a disease or its complications • support people in making informed decisions about their health

The Opportunity

The purpose of the post is to provide expert advisory service for NSS’s Information Governance operations and to support the implementation and continuous review of the NSS information governance including

· Data protection

· GDPR compliance

· Data / cyber security

· Education and training (staff)

· Data retention, storage and use

· Data incident Management

· Public awareness and transparency

· Audit and corrective/preventative action

· Policies and procedures

  • To support the Information Governance Manager, to manage and audit NSS Information Governance & Data Protection Function.
  • Monitor and assure compliance with the statutory information governance responsibilities of the National Screening Service.
  • Provide specialist advisory function to NSS management teams and ensures the organisation’s compliance with Data Protection and Freedom of Information (FOI) legislation, and best practice Information Governance in a healthcare setting.
  • Support the operations of the Information Governance department within NSS.

Principal Duties and Responsibilities

Information Governance

· Provide an advisory function to the NSS senior management teams on Data Protection legislation and best practice, supporting the Information Governance Manager and the Director of Public Health in the strategic development of Information Governance

· Establish, implement and maintain policies and procedures for the effective management of Information Governance and the effective use of information, in line with legal requirements across NSS

· Provide the Information Governance input and direction on records management activities, including alignment of retention schedules and auditing of compliance with retention policies, for both paper and electronic recordkeeping systems within NSS systems

Data Quality

· To provide Information Governance advice on the implementation, monitoring and review of Information Quality Assurance standards in line with national and NSS requirements

· Work in partnership with peers and specialists across NSS to implement change management projects that meet security and privacy by design requirements across services to ensure a smooth and effective transition

· Assist with data quality audits to monitor compliance with statutory Information Governance requirements

FOI and Data Subject rights Requests

· Monitor, analyse and report on the National Screening Service FOI and GDPR compliance for NSS programmes and departments

Providing support and specialist advice to NSS FOI Decision Makers and Review Officer in the processing of data and information requests

The Person - Professional Qualifications, Experience, etc

Eligible applicants will be those who on the closing date for the competition demonstrate:

i. Operational experience in developing and implementing Information Governance policies and procedures

And

ii. Operational experience in managing data protection compliance

And

iii. Experience in providing reports, data analysis and analysis of trends

And

iv. Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
