Nursing Home Support Scheme Business Specialist
Background
The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).
Its key functions are:
- Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
- Collecting, collating and validating information on persons waiting for public hospital treatment.
- Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
- Furnishing advice to the Minister for Health on related issues.
- Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.
In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.
The Nursing Home Support Scheme
The NTPF negotiates with proprietors of private and voluntary registered nursing homes (on behalf of the State) to reach agreement in relation to the maximum price(s) that will be charged for the provision of long-term residential care services to Nursing Home Support Scheme residents as set out in the Nursing Homes Support Scheme Act (2009) commonly known as Fair Deal. As part of this function, the NTPF enters into "Approved Nursing Home Agreements" with registered private and voluntary nursing homes (circa 425) to record the maximum price(s) negotiated.
The Role
The role of the Business Support Specialist is to support their designated team by providing effective and efficient business and administration support, and to actively contribute to the work of the team in delivering on its functions and roles.
Roles and Responsibilities
- Contribute as part of a high-functioning team, with parallel initiatives and competing priorities.
- Compile, analyse and report on information relating to activities, outcomes and key issues arising from this role.
- Record and adhere to KPI’s
- Administration of the Residential Environment Scheme (REE), Nursing Home Support Scheme (NHSS) and any other scheme that may arise.
- To process claims made under the REE scheme and all relevant functions within the scheme.
- Support and participate in project and quality improvement
- Participate in the development and delivery of training and development programmes.
- Participate in the development of standard operating procedures (SOPs)
- Participate in the validation and data quality framework initiatives.
- Engagement and communication with stakeholders across the health service including Department of Health, HSE, Nursing Homes, Nursing Home Representative bodies and HIQA. Prepare and distribute monthly reports for external stakeholders, ensuring accuracy, timeliness, and compliance with reporting requirements.
- Ensure effective day-to-day administrative support to the assigned Directorate including but not limited to:
- Maintain confidentiality and a high level of professionalism at all times.
- Provide cover for other team members in their absence.
- Support for the wider NHSS team with any administration tasks as deemed necessary by the Line Manager
- Any other role or responsibility which may be assigned by the NTPF.
