The Role:

Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business, and across the Local Authority user base. 

The IT-OT (Operational Technology) team houses the Operational Technology skills necessary to ensure the implementation and availability of all IT-OT applications and infrastructure, including hardware, networks, data center and disaster recovery. The IT-OT team plan and manage technical OT projects to renew and update the underlying OT infrastructure and safeguard UÉ OT systems by implementing robust security standards such as the Network and Information Systems Directive. The team play a critical role in the operation, integration and connectivity of systems such as the National Telemetry System, Leakage Management System, Operational Data Store and Enterprise Data Historian. The team manages and maintains these systems as befitting UÉ designation as an Operator of Essential Services.

Reporting to the IT-OT Operational Support Lead, the IT-OT Operations Analyst is part of a team that provides IT support to the National Operations Management Centre (NOMC), and the integration of telemetry, SCADA, leakage and historian systems and data with the mainstream IT estate.

Main Duties and Responsibilities:

  • Strong understanding of the OT team’s responsibilities. Play a key role in ensuring the delivery of time-series data into the National Telemetry System, Leakage Management System, Operational Data Store and Enterprise Data Historian. 

  • Collaboration with key internal/external stakeholders across the UÉ business to ensure we hit 95%+ signal availability from ODS into LMS weekly to hit our KPI.

  • Work within a team of skilled IT/OT technical professionals as part of the OT Operations team promote cross-functional collaboration with a strong awareness of the role of the team within the wider IT function. 

  • Assist in the implementation of the Irish Water Telemetry Strategy when required. 

  • Implement the OT systems patching, upgrades and required system changes required to maintain the security, stability and operation of OT systems and networks. 

  • Drive awareness of the Cybersecurity requirements across the OT estate with a proactive approach. 

  • Monitor the Service Desk for OT related activities to ensure they are allocated to the correct resolver group / team member and that completion is monitored and measured to demonstrate compliance of SLAs. 

  • Deliver efficiencies across multiple interdependent time-series system implementations. 

  • Support and deliver a migration path for legacy systems into the National Telemetry System and collaborate with key stakeholders to manage deprecation and decommissioning. 

  • Support the IT and OT requirements of the National Operations Management Centre. 

  • Ensure the appropriate standards, processes, procedures, and tools are applied throughout the Operational Technology life cycle. 

  • Raise risks and issues to the IT Operational Technology Specialist and IT Operational Technology Manager as required. 

  • Provide out-of-hours cover as part of the Standby/On Call Rota as required. 

  • Other duties as required from time to time. 

General Duties and Responsibilities 

  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to;

    • Other IT-OT pillar Managers and Leads 

    • Wider IT Teams 

    • Teams across the Business Units (e.g. Asset Operations, Asset Management).

  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 

  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives

  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation

  • Other duties as required.

Knowledge, Skills and Experience:

  • Experience in Leakage management systems (LMS), Operational Data Store (ODS) and Enterprise Data Historian is desirable. 

  • Relevant experience in an IT, OT, or Control and Automation environment is desirable.

  • Understanding of standards such as, the OT Security Standard and system change management standards is advantageous.

  • Experience in operating business critical OT applications including infrastructure, operating systems and software, understanding the evolving role of Operational Technology and its growing convergence with IT is desirable.

  • Relevant third level qualification and or accreditation is desirable 

  • A minimum of 3 years’ experience in the water, utilities or similar industries and or relevant experience

  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally.

  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.

  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team. 

  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions

  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements

  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
