Main Purpose of Post/Job Summary

To provide a cleaning, caretaking and inspection service to outdoor leisure facilities owned or managed by the Council.

The post holder will be responsible for maintaining high levels of cleanliness and basic maintenance for the outdoor leisure sites they are responsible for.

The post holder will provide customer service support to individuals and group users of Outdoor Leisure Facilities, to help ensure visitor comfort, safety and enjoyment. Ensuring all health and safety inspections are conducted, planned and reactive maintenance works are carried out as required.

Duties and Responsibilities

Ensure that the facility is opened and closed in accordance with building procedures and be responsible for ensuring that all areas of the building are secure when not in use by the service user.

When required assist with traffic flow and car parking on the site, ensuring access roads are kept clear of obstructions.

Co-ordinate and lead in the emergency evacuation of the designated facility and be the first point of contact for the emergency services.

Act as Fire Warden depending on service requirements in accordance with relevant legislation and Council Policy and Procedure.

Carrying out cleaning duties in accordance with the building maintenance procedures and ensure the safe use and storage of all cleaning machinery and chemicals as per Council guidelines and in accordance with manufacturer’s guidelines and COSHH regulations.

Litter picking of pathways, car parks, pitches and grassed areas surrounding the facility in accordance with agreed procedure and schedules.

To erect nets, boundary flags, and other sporting equipment etc. in accordance with agreed procedures to suit booking requirements, ensuring same are taken down after each booking and stored correctly.

When required undertake line marking on pitches in accordance with Council agreed procedures.

To carry out building and site inspections to include health and safety checks, legionella and fire safety ensuring supporting documentation is updated in an accurate and timely manner when required in accordance with agreed schedules.

Identify and report appropriately defects or damage to equipment, buildings, facility assets and outdoor sites in accordance with agreed procedures.

Undertake pre-booking checks to ensure the facility/outdoor leisure sites is safe to open and use by the hirer in line with booking requirements.

Oversee the use of the facility during bookings ensuring hirers, visiting teams and members of the public/spectators are complying with facility rules and regulations. When required and appropriate to do so remind users of the conditions of hire, reporting any incidents in accordance with agreed procedures.

Where necessary protect children and adults who may be vulnerable from harm, applying Council’s Safeguarding Policy and Procedures as required.

Undertake deep cleans using industrial cleaning equipment, power washers and any other equipment to complete assigned tasks.

Carry out appropriate checks on equipment and vehicle ensuring they are maintained in good working condition, ensuring all defects are recorded and rectified.

Provide support and advice to customers and members of the public, dealing with service requests and/or complaints appropriately.

Carry out administration duties of the facilities by completing a variety of written records to include Incident Reports, Accident Reports, Quality System procedures, Inspection checklists and General Housekeeping Records, as required.

To ensure that no unauthorised use of the facilities takes place outside of confirmed bookings and inform the Outdoor Leisure Officer of any such incidents.

Provide cover when required for planned/unplanned absence in other facilities throughout the District.

Liaise with relevant staff and/or Leisure Centres regarding scheduled bookings.

Responsible for safekeeping of assigned equipment, uniforms and mobile phone etc.

Driving Duties

22. The post holder will drive and be responsible for vehicle provided. Duties will include vehicle checks requiring routine maintenance, e.g. oil and water checks and cleaning, and completion of associated paperwork.

23. The post holder will be responsible for delivery of stock/equipment in relation to Council outdoor facilities and outdoor leisure events and for the completion of associated paperwork. This will involve travelling to multiple Council sites across the District.

Performance Improvement

24. Keep up-to-date with changes and amendments to relevant and allied legislation including areas of best practice relating to the postholder’s service area, reviewing practices, making recommendations to the service and implementing service improvements, as appropriate.

25. Participate in employee training and development activities to ensure that knowledge, skills and competence required to fulfil the role in full are up to date.

General

26. Carry out duties in compliance with the Health and Safety at Work Order 1978 (as amended); Acts of Parliament; Statutory Instruments and Regulations and other legal requirements; and all Council Policies and Procedures including Dignity at Work, Health and Safety, Attendance and all relevant Codes of Conduct.

27. Undertake the duties in such a way as to enhance and promote the positive reputation of Newry, Mourne and Down District Council.

28. Lead by example by behaving at all times in accordance with the Council’s values and promote same within the organisation and externally.

29. Undertake all aspects of work respecting confidentiality and ensure that personal and/or sensitive information under the control or access of the postholder is used, stored and maintained in accordance with relevant data protection legislation.

30. Contribute to Departmental working groups as required.

31. Where applicable act as Designated Safeguarding Officer in accordance with relevant legislation and Council Policy and Procedure.

32. Where applicable, oversee the provision of a suitable key holding arrangement(s) for the service area(s) under the control of the post holder to ensure:

• Routine opening and closing of Council Buildings and Facilities.

33. Ability to open buildings/facilities to assist with Council’s Emergency Plan. When required, assist in the execution of the Council’s Emergency and Business Continuity Plans.

Education / Qualifications

• Current ordinary driving licence (Category B)

Experience

• At least one year’s previous experience in a working environment in ALL of the following areas:

o Caretaking and cleaning duties

o Security, including keyholder duties

o Facility management checks, to include record keeping, for example legionella, emergency lighting etc.

• At least 6 months working experience in a customer facing role.

• Previous experience of operating heating plant equipment.

Technical Skills and Knowledge

• Have a good knowledge of Health and Safety relevant to the post.

Other Requirements

• Ability to work outside of normal office hours, including evenings, weekends and public/bank holidays.
