Owner Engineer, Programme Management, Network Assets
Position DescriptionThe role of the Networks Programme area is to manage the delivery of work programmes within Regulatory funding. Ensuring that work programmes are prioritised to reflect business strategy, policies, plans, and procedures for the safe and cost-effective delivery of business goals. This requires communication with stakeholders to ensure that all stakeholders are aware of their regulatory obligations, while ensuring that the regulatory tracking process is maintained and conforms to requirements.
The Owner Engineer is the Project Manager for the Project Development Phase and is responsible for delivering capital approval for large scale, high value projects and continual oversight of same during project lifetime. The Owner Engineer in the Networks Programmes team will manage both Transmission and Distribution System projects.
Key Responsibilities
- Project Manager for the Project Development ‘Pre-CA’ stage of HV transmission and distribution projects including substations, overhead lines and underground cables.
- Help Ireland deliver on its climate change targets and Net Zero 2040 Strategy through the connection of Solar Farms, Onshore/Offshore Windfarms, Battery Storage, Green Hydrogen, Electric Charging Infrastructure etc.
- Help connect new customers and ensure Networks resilience and continuity.
- Development and issue of Capital Approvals and Project Agreements for Distribution and Transmission capital projects.
- Responsible for the overall development of scope of works, engineering designs, schedules, risk logs and costs for individual projects.
- Manage and coordinate stakeholders with wide range of teams across the ESB business including Network Assets, Networks Project & Customer Delivery, Operations, Engineering and Major Projects and EirGrid to ensure delivery of programmes.
- Presenting to the monthly Governance Boards, as required
- Monitor the achievement of targets, budgets & controls and report on these as required.
- Challenge the need, cost & regulatory value of proposed projects
- Contribute to development of annual work plans and budgets
- Support Delivery Organisation in terms of Project Change Requests and AEA’s throughout project lifetime
Experience and QualificationsEssential
- Level 8 Engineering Degree or equivalent
- 5+ years relevant experience
- Strong Stakeholder Management skills and commercial acumen
- High level of commitment and excellent interpersonal skills
- Ability to act independently and take initiative.
- Full clean EU driving licence
Desirable
- Broad understanding of Transmission and Distribution Network Technologies
- Knowledge of the Regulatory Framework
- Chartered Engineer status
- Project Management qualification

Salary
€57,000 - €68,000 per annum.
