Payroll Officer & Finance Administrator
Overview of Role
The Payroll and Finance Administrator (Executive Officer Grade) will work within the Finance Team in Corporate Services to administer BIM’s monthly payroll. They will play a vital role in efficiency and productivity in the overall Finance Team. This role will report to the Payroll Supervisor and will hold the responsibility for accurate and timely payroll processing and administration such as travel and subsistence, as well as for a range of financial supports.
Background to RequirementBIM is the Irish State agency responsible for developing the Irish seafood industry. It supports the Irish seafood industry and communities in ensuring that aquatic and maritime resources are used sustainably.
The ideal candidate will demonstrate strong interpersonal skills, with the ability to communicate complex data in a clear and concise manner to both internal and external stakeholders. They will also demonstrate the ability to use their own initiative and possess strong time management skills.
Key ResponsibilitiesProcessing of monthly and quarterly payroll, including GL entries.
Administration of employee information in the payroll system including starters, leavers, and employee changes.
Processing of timesheets, time amendments, and absences through the payroll system.
Administration of salary sacrifice, pension deductions and pay increases.
Ensure company compliance in relation to all aspects of payroll e.g. PAYE, PRSI, USC.
Deal with payroll queries on pay, tax and PRSI deductions, hours worked, pension, overtime, and other aspects as they arise.
Payroll processing ad-hoc requirements or duties.
Payment processing relating to payroll and relevant deductions.
Distribution of payslips.
Maintenance and accurate file keeping of all payroll related information.
Travel & Subsistence cover and support.
Revenue returns and other statutory reporting.
Support budget management.
General administration, written correspondence with employees and external third-parties and management of assigned email inboxes.
Provide assistance to the wider Finance Team on various transactional tasks.
Data entry and administration support.
Provide assistance and support for audit reviews.
Identify opportunities for continual improvement in our service delivery and to increase customer satisfaction.
Audit Liaison Support.
Provide reception cover, where required.
This role involves working with the following software applications:
EuroPay payroll software
Microsoft Office 365 (Word, Excel, Teams, Planner)
SharePoint
Power BI
Dynamics 365
Other: To perform any other related duties as might reasonably be required and which may be assigned.
Essential Experience and QualificationsAn IPASS or an equivalent payroll or accounting qualification.
Minimum of 1 years' experience in a fast-paced, high volume payroll environment.
Excellent IT and administration skills and high level of attention to detail.
Consistently meet tight deadlines across a range of tasks while maintaining accuracy.
Strong communication skills and confidentiality essential.
Experience of Computerised Payroll System Europay is an advantage.
Public Sector experience.
Experience in Europay (payroll application).
Experience in Power BI and Dynamics 365.
Dynamic and reliable.
An ability to work in an organised manner and progress work independently.
Self-sufficient while being a good team player.
Experience in collaborating with technical staff.
Ability to work diplomatically in resolving issues with stakeholders.
Remuneration is in accordance with the Public Sector, Department of Finance approved Salary Scale for Executive Officer with a salary range €37,919 to €61,216 (as of 1st August 2025) per annum pro-rated with time worked.
Appointment will be at the first point of the pay scale unless the candidate is currently employed within the public services.
You will become a member of the Single Public Service Pension Scheme if you are not currently a member of a public sector pension scheme (or have not been a member in the past six months).
Salary and Pension Scheme are subject to public sector approved norms and take account of recent service in the public sector in line with relevant circulars and rules.
