Salary: Grade V Salary Scale €51,723 - €61,864*
*Candidates should note that as per Department of Finance guidelines, entry will be at the minimum point of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant.
Annual Leave: Annual Leave will be 25 working days. This leave is exclusive of public holidays.
Hours of Attendance: Working hours will be 35 hours per week - net of rest breaks.
Location: This position is based at NCAD, 100 Thomas Street, Dublin 8
The Payroll Officer will join the Human Resources team to provide a high quality, professional payroll advisory and support service to staff. The position of Payroll Officer requires the role holder to be able to work independently, to prioritise their work and meet deadlines. Given the nature of the role, and the support it provides across the College, the role holder will be required to exercise good judgement, discretion and maintain confidentiality. Experience of working in the public service or the education sector would be beneficial.
NCAD payroll is part of the Higher Education Payroll Shared Services Model and manage three payrolls (monthly, fortnightly and pensions)
Principal Duties and Responsibilities:
- Act as NCAD payroll officer in relation to all payroll-related matters, including subject level knowledge of PAYE, PRSI and USC, impact on social welfare payments and other payroll related taxes.
- Ensuring that all employee pay & entitlements are paid in accordance with agreed terms & conditions.
- Owning and managing the auditability and traceability of the end to end payroll processes. This includes creating bank files, key reconciliations, payment deadlines, movement reports and submissions etc).
- Ensuring internal controls and compliance are met.
- Monitoring legislative changes and public sector agreements relating to payroll to ensure requirements are followed consistently in each payroll cycle.
- Key contact for payroll audits and CSO requirements, responsible for all audit queries and preparing all monthly and statutory returns.
- Main point of contact staff and our Higher Education Payroll Shared Services in relation to payroll related queries.
- Processing, payments and reporting of 3rd party vendors e.g. VHI, Revenue, Aviva and managing relationships with third party suppliers.
- Tracking and processing public holiday and annual leave payments.
- Processing starters and leavers on the system (PeopleXD - CoreHR).
- Continual improvement and streamlining of payroll operations systems and processes.
- Collation reports and supporting data for finance, HR, audit, budget holders, projects, pensions and any other relevant stakeholders.
- Any other appropriate duties as may be assigned by the Appropriate Officer from time to time.
Selection Criteria
Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria.
Mandatory:
- IPASS qualification
- Minimum of 3 years’ experience in an equivalent role
- Have excellent communication skills, both written and verbal
- Have excellent interpersonal skills, with proven experience of building relationships with external and internal stakeholders
- Strong administration skills and experience
- Have excellent IT skills including experience of using Excel including Lookups, Pivot Tables
- Experience of keeping financial records
- Have the ability to exercise good judgement and discretion; maintain confidentiality
- Have proven ability to work on your own initiative
- Demonstrate the ability to prioritise and work to deadlines
- Be eligible to work in the Republic of Ireland
Desirable:
- Public Sector Experience
- Previous experience of using PeopleXD/CoreHR
- Knowledge of Public Sector pension payments
