Payroll Supervisor

Essential Qualifications and Skills Candidates must: • have the requisite knowledge, skills and competencies to carry out the role to a high standard; • be capable and competent of fulfilling the role to a high standard; • have obtained at least Grade O6 (formerly D3) in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent or have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher or have appropriate relevant experience which encompasses equivalent skills and expertise;

Desirable Qualifications and Skills • Experience of working in payroll • Excellent time-management skills and ability to multitask effectively. • Staff supervision experience. • Good working experience of computer-based systems. CORE experience would be desirable. • A qualification in business, accounting or payroll at L7 or L8. • Good Knowledge of public sector administration and compliance. • Highly developed people, presentation, communication and teamwork skills. Overview of the Role The Payroll Supervisor will be responsible for the operation and management of the payroll and expenses system. The specific duties may change with any subsequent restructuring within the overall ATU Finance organisation structure.

Duties

• The regular production of payroll for staff of the University covering permanent, temporary and part-time staff to strict deadlines. • To ensure that all returns and payments due to the revenue commissioners and other state bodies are completed in a timely manner. • To interact with the HR Department regarding setting up new staff and the changing of staff rates and entitlements. • To produce regular management information on payroll costs. • Assist with the merger of the payroll and expense processes of all three ATU colleges into one financial system for the University including a transition to shared services. • To ensure that all reports as required by the Department of Education and other external bodies are completed in a timely manner. • Ongoing review and improvements to the payroll system, including the development of policies and procedures. • To provide ad-hoc analysis reports as required on any topic covered by this section. • To supervise and develop the staff in assigned area. • To ensure compliance with all internal control requirements. • To carry out other duties as may be assigned from time to time. • The appointee will carry out the lawful instructions of the President and comply with the requirements and regulations of the Minister of Education and Skills.

Salary Salary Scale (€56,756 – €64,715) * Candidates external to the sector may be appointed up to the 3rd Point of the Salary Scale in accordance with University Policy

Hours of Work 35 hours per week
