The Role:

The Portfolio team supports the effective management of the delivery of the Infrastructure Delivery Directorate’s (“IDD’s investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility, and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio. 

Reporting to the Planning Manager, the Planning Technical Lead will work with the different project teams across IDD to ensure that appropriate planning strategies are identified and progressed efficiently in order to ensure that the relevant consents and permissions are in place in a timely manner to mitigate against unnecessary delay and cost in delivering the Capital Investment Plan.

The Planning Technical Lead will ensure a standardised approach is taken to obtaining such consents and permissions across Infrastructure Delivery through the development and application of policies, procedures, and systems to support the project and programme delivery.

Main Duties and Responsibilities:

  • Deliver strategic planning advice across the delivery portfolios to support Infrastructure Delivery related activities.
  • Be responsible for the efficient management of Planning work area within Infrastructure Delivery.
  • Work closely with third party service providers and local authorities / stakeholders to deliver Uisce Éireann projects through the planning system.
  • Take ownership of project delivery through the relevant planning consent process including pre-planning, applications, appeals and compliance submissions.
  • Identify, evaluate, and develop possible solutions to risks and issues arising on projects and escalating as necessary.
  • To provide detailed guidance in respect of proper planning and sustainable development of water services, including preparation of internal guidelines, policies, and processes.
  • To provide advice and ensure consistency in relation to EIA and AA and other planning processes and planning application documentation.
  • To consider legal issues that may arise in the course of the project and co-ordinate across the business including Legal.
  • Prepare and / or review planning documentation for Compulsory Purchase Orders and represent Uisce Éireann at CPO oral hearings. 
  • Oversee and track the making of planning applications on behalf of Uisce Éireann.
  • Support Project and Programme Managers across IDD with post project compliance and completion issues.
  • Raise and escalate issues relating to Planning & Consents affecting portfolio delivery as appropriate.
  • Develop and promote effective working relationships with other functions within Uisce Éireann both through participation in a planning forum and on a day-to-day basis.
  • Ensure compliance with standards and processes. 
  • Support the promotion and delivery of health and safety commitments across IW and its supply chain, reinforcing positive behaviours, and delivering against health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme driving results required within the Directorate and supporting organisation wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to; 
  • CEO Office – Legal,
  • Asset Management & Sustainability, 
  • COO – Asset Operations and Customer Operations.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Other duties as required..

Knowledge, Skills and Experience:

  • Relevant third level qualification and / or accreditation is desirable. Professional qualification in Planning, recognised by the Irish Planning Institute or the Royal Town Planning Institute is desirable.
  • A minimum of 5 years’ Planning Experience in the water, utilities or similar industries is desirable and or relevant experience. 
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
  • Proven track record of dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results.
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
