Procurement Executive

BE salary scale

Please click here for further information on our salary scales.The purpose of the role is to execute procurement procedures for low to medium value/complexity/risk procurements, taking accountability for procurement outcomes. The role holder supports the Procurement Business Partner(s) to ensure that the Bank achieves best value for money, compliant, timely procurement outcomes and delivers a high quality customer experience.
Responsibilities:
- Accountable for the effective and timely end-to-end (market research to contract notice) execution of low to medium complexity tenders (including spot buys) and supporting large scale/complex/high risk procurements.
- Accountable for drafting procurement documentation and for procurement outcomes, including delivering best value for money and cost optimisation throughout the procurement process for assigned tenders.
- Accountable for making decisions with respect to procurement strategy and approach at all stages in the procurement process ensuring input and support from relevant stakeholders as required for assigned tenders.
- Ensure procurement activity is delivered in compliance with the Central Bank’s Corporate Procurement Policy and organisational risk management governance with support from the relevant Senior Business Partner, Divisional Leadership, Procurement Advisory and LEG as necessary.
- Deliver a high quality customer experience to the business. Ensure mutual understanding on current and pipeline procurement needs. Provide procurement direction and support.
- Support the directorate and divisional verticals (Third Party Office, Procurement Operations and Procurement Compliance) in delivering their objectives by providing timely, accurate, sourcing data and procurement advice as appropriate.
- Manage communications with the Eurosystem Procurement Coordination Office (EPCO) and act as Central Bank of Ireland point of contact/internal coordinator for all day-to-day EPCO queries and communications.]
Requirements:
- Diploma in a relevant discipline (e.g. Business, Sourcing, Law) (minimum), Professional certification in Public
- Procurement Law (essential), CIPS/IIPMM/CPM (minimum) or equivalent professional experience.
- Mandatory Practicing Certification/ Professional Membership (e.g. Banking qualification QFA, LCOI etc.)
- Good sourcing experience in the public sector.
- eTenders
- Proficiency with Microsoft Suite applications (including PowerPoint, Excel & Word)
- Lean Six Sigma experience for IT role
