The SFPA is seeking a Procurement Lead to lead the SFPA’s procurement and contract management, and fleet management functions as well as provide procurement expertise and direction to all business units of the SFPA.

Key Duties and Responsibilities include but are not limited too :

Core Procurement & Tendering

  • Manage day-to-day procurement and competitive tendering for supplies, services, and works.
  • Execute the Corporate Procurement Plan ensuring full compliance with OGP rules and the Public Spending Code.
  • Drive value for money by securing the most economically advantageous contracts.
  • Maintain the contract register and manage OGP framework agreements.

Governance & Risk Management

  • Develop and implement best-practice procedures for procurement governance and contract management.
  • Conduct risk analysis on expenditure to identify trends and mitigate exposure.
  • Ensure robust financial controls are in place to monitor supplier performance and contract commitments.

Operational Leadership

  • Lead fleet management , ensuring organiSational vehicles operate safely and efficiently.
  • Provide data-driven insights through cost/benefit analysis and KPI reporting for stakeholders.
  • Support business unit managers with expert advice throughout the procurement lifecycle.

Training & Continuous Improvement

  • Drive process improvements and ensure all purchasing aligns with internal policies.
  • Facilitate knowledge sharing and deliver procurement training/workshops across the organization.
  • Support finance projects and assist with month-end, year-end, and audit requirements.
  • Manage stakeholder relationships and resolve finance-related queries promptly.

Essential Requirements:

Candidates must meet the following essential requirements prior to the closing date of the competition:

  • Possess a relevant third level qualification (minimum NFQ Level 7).
  • At least 2 years’ relevant experience in a similar role with demonstrable evidence of success in procurement and/or 
  • contract management.
  • Ability to work well under pressure, on own initiative and as a part of team.
  • Excellent analytical skills, and objective judgment and decision-making skills. 
  • Possess strong IT skills, and proficiency in the use of the eTenders platform and Microsoft office. 

Desirable Skills/ Experience:

  • Possess a relevant qualification in procurement or contract management.
  • Public sector procurement experience. 
  • Proficiency in the use of financial systems or accounting software packages.
  • Experience drafting, negotiating, and managing contracts including knowledge of Contract Law.
  • Basic User competence in the Irish language would be desirable
