Role Requirement 1

Financial Reporting and Analysis

  • Prepare and coordinate financial reporting outputs to support operational and management decision making.
  • Analyse financial and operational information to identify trends, risks and emerging issues.
  • Contribute to the development and ongoing refinement of programme funding profiling and forecasting methodologies
  • Develop analytical solutions that support operational oversight and programme delivery.
  • Analyse data trends and patterns to identify emerging operational issues and opportunities.
  • Develop and maintain reporting tools, dashboards and management information solutions.
  • Support the provision of financial insights relating to programme performance and sustainability.
  • Ensure reporting outputs are accurate, consistent and audit ready.
  • Contribute to the development and improvement of reporting methodologies and analytical approaches.

Role Requirement 2

National Sustainability Analysis Framework (NSAF)

  • Lead the data gathering, publication, and administration of the National Sustainability Analysis Framework.
  • Act as a subject matter expert on sustainability analysis methodologies within Early Years Operations.
  • Coordinate the NSAF assessment processes and publication of result to CMX.
  • In collaboration with Pobal Data scientist, review and enhance framework methodologies, financial assessment approaches and supporting documentation.
  • Develop recommendations to strengthen the effectiveness, efficiency and consistency of sustainability assessments.
  • Support governance processes associated with framework operation and reporting.
  • Identify opportunities to improve data quality, automation and reporting within the framework.
  • In collaboration with the Finance Programme manager and Data Scientist develop the next iteration of the NSAF.

Role Requirement 3

PQs, FQs and system development

  • Coordinate the responses for financial and programme analysis inputs for Parliamentary Questions and Funder Queries.
  • Undertake detailed review and validation of supporting information.
  • Develop and Maintain query repositories, standardised templates and supporting materials to promote consistency and quality.
  • Ensure responses are evidence based, accurate and aligned with programme data.
  • Support the continuous improvement of query management processes and reporting mechanisms.
  • Conduct analyses of PQ & FQ trends to develop insights for future.

Role Requirement 4

Systems Development and Continuous Improvement

  • Lead business improvement initiatives relating to financial analysis, reporting and sustainability assessment processes.
  • Support the design, development and enhancement of operational systems and reporting environments.
  • Collaborate with ICT, Data & Analytics, programme teams and business stakeholders to implement improvements.
  • Identify opportunities for automation, process standardisation and improved data management.
  • Contribute to the development of solutions using technologies such as Power BI, SharePoint, Power Automate, Python and related reporting tools.
  • Support the enhancement of Case Management, NSAF and associated operational systems.

Required Experience

Essential

  • 3/4 years minimum
  • Experience in financial analysis and reporting.
  • Advanced Microsoft Excel skills.
  • Strong analytical and problem-solving capability.
  • Experience developing and maintaining management reports and reporting processes.
  • Experience working with financial and operational data sets.
  • Knowledge of governance, compliance and quality assurance principles.
  • Strong written and verbal communication skills.
  • Experience coordinating work activities and supporting colleagues in a team environment.

Desirable

  • Experience using Power BI, Power Query or similar analytical tools.
  • Experience supporting system development or business improvement initiatives.
  • Knowledge of sustainability assessment methodologies or risk-based analysis approaches.
  • Statistical analysis experience.
  • Experience working within a public sector or publicly funded environment.

Qualifications

  • Relevant third level qualification in Finance, Business, Economics, Data Analytics, Information Systems or a related discipline is desirable.
  • Relevant professional qualifications or equivalent experience will also be considered.
