The Role:

The Delivery teams are responsible for the delivery of the IDD investment programme safely, efficiently and on time. The team deliver projects and programmes from inception through construction and to hand-over, ensuring that UÉ delivers on its commitments with regard to outcomes and outputs which provide key benefits for the customer and the environment.

Reporting to the Portfolio Manager, the Programme Manager is responsible for the management of delivery of assigned capital projects and programmes and projects including managing the safe, efficient and on time delivery against plan, risk mitigation, programme and project change control and co-ordination with key stakeholders both internally and externally.

Main Duties and Responsibilities:

  • Managing the end-to-end delivery of a specific suite of projects and programmes, or complex contracts/frameworks, from inception to construction completion, and delivering associated outcomes to time, cost, quality and safety standards.
  • Support the Infrastructure Delivery Directorate goals in sustainability and innovation by ensuring these objectives are embedded by our supply chain and delivered across the assigned projects, programmes and contracts.
  • Supporting the development of optimised delivery plans for the assigned projects, programmes and contracts to maximise the opportunity for efficient and timely capital delivery. This is to be done in line with the structured workshop processes to ensure effective engagement with key stakeholders, supporting the creation of and taking account of relevant I2O enhancements as identified.
  • Supporting the production of accurate and relevant documentation that meets the needs of internal and external approval bodies overseeing the governance and monitoring of UÉ’s investment plan.
  • Responsible for working with the Portfolio team in the capture of project/ programme performance data through the regular monthly update cycles for performance monitoring and reporting purposes, and for working with the Commercial team on appropriate management, escalation and resolution of commercial and contracting issues, as well as efficient site supervisory approaches.
  • Responsible for the identification of opportunities to drive increased value in the delivery of project/ programmes through the application of Value Management/ Engineering techniques/ processes.
  • Responsible for working with the supply chain to identify solutions that deliver on UÉ objectives, for example enhancing UÉ’s capital/ operating efficiency, customer experience, carbon reduction, etc.
  • Responsible for the development of cost estimates for assigned programmes and projects, utilising UÉ’s costs estimating processes and systems.
  • Enhancing our client relationships with the supply chain to assure smooth and stable delivery of the portfolio.
  • Building and enhancing internal capability in programme and project management within the IDD delivery teams.
  • Managing the identification, management and mitigation of project/ programme risks and opportunities, and management of associated contingencies, escalating where required.
  • Accountable for the handover and commission of assets back into service in conjunction with Asset Operations, and with Customer Operations, deliver assigned connection activities/projects/programmes in line with business commitments and ensure the process is fit for purpose, putting the customer first.
  • Working with Corporate Affairs in the development of effective community and customer engagement strategies.
  • Driving an adaptable and flexible approach to change, innovation and continuous improvement in the team, leading by example and ensuring all team members understand the role that they play in delivering change.

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business including but not limited to; 
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Demonstrable experience of Portfolio and/or Programme management and delivery of large programmes involving complex multi-party arrangements
  • Relevant third level qualification and or accreditation is desirable
  •  A minimum of 7 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
  • Demonstrated leadership ability, proactive development, motivation and engagement of staff
  • Experience managing a large team, with strong people, change management and conflict resolution skills
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  •  Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
  • You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
  • Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
  • Proven track record in promoting and embracing differences of opinion and challenging poor practices
  • Experience influencing and environment of open, honest communication while upholding high ethical standards
  • Experience in leading continuous improvement initiatives in teams and setting measurable safety and well-being goals for a team.
