Programme Officer IV General Administrator
Salary Scale: €31,921 to €50,030 per annum includes provision for two Long Service Increments after three and six years respectively on the maximum of the scale for permanent staff. (A modified scale may apply to existing public/civil servants)
Annual Leave: 22 days per annum rising to 23 days after five years’ service and to 24 days after ten years’ service
Location: EPA Headquarters Wexford
Overview of the Role:
The successful candidate will fulfil the role of Programme Officer IV (Level 6) and will be assigned an entry level administrative role with responsibility for a range of tasks in the office assigned.
They will work as part of a multi-disciplinary team with both scientific/technical and business support staff and may be assigned to any office in the EPA, duties may vary depending on the nature of work carried out by the office. Candidates must be flexible, capable of working to and meeting tight deadlines and committed to delivering high quality results and services.
They must demonstrate excellent inter-personal skills, ability to build relationships (internal and external) and have a track record in delivering outstanding customer service in a busy office environment.
The assignment and area of work may subsequently change in accordance with organisational requirements.
Key Responsibilities:
Candidates should demonstrate in their application their ICT, organisational and administrative skill that would enable them to perform the key responsibilities of the role as outlined below:
• Carrying out a range of administrative tasks and prioritising tasks and ensuring they are carried out in a timely manner to a high standard;
• Providing high quality customer service to both internal and external stakeholders;
• Creating and maintaining PC based information and inputting and retrieving data;
• Maintaining high quality records management and up to date management information systems;
• Assisting with the organising and scheduling of internal and external meetings and conferences and circulating relevant documentation;
• Responsibility for raising purchase orders for the office using the Financial Management system (Integra);
• Working with a team to draft and prepare documents as well as compiling inputs into reports and presentations;
• Implementing statutory functions and adhering to EPA policies and procedures;
• Providing relief reception duties and operation of a multi-line switch;
• Attending and participating in team meetings and other meetings as required;
• Participating in training and development programmes to maintain and improve own performance and expertise required to perform in the role and;
• Such other duties that may be assigned from time to time.
Successful candidates may be assigned to any office in the EPA; duties may vary depending on the nature of work carried out by the office.
Essential Requirements:
Candidates must demonstrate that they have on or before 4pm on Thursday 20th August 2026:
a. ICT skills including a working knowledge of Microsoft Office (Excel, Word, Outlook) and ability to learn new systems;
b. Good communication skills including oral and written;
c. Ability to work and deliver as part of a team to meet objectives.

Eligibility to Compete and Certain Restrictions on Eligibility:
Eligible candidates must be:
(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
(b) A citizen of the United Kingdom (UK); or
(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
(d) A non-EEA citizen who has a stamp 4 or stamp 5 visa.
Applicants must satisfy all eligibility criteria for the role by the closing date of the competition.
The EPA will use the essential and desirable criteria to shortlist candidates and scoring will be based on the information contained in the application form for the role of Programme Officer IV (Level 6) General Administrator.
Applicants must demonstrate, by reference to specific achievements in their career to date, that they possess the qualities, skills and knowledge required for the role of Programme Officer IV (Level 6) General Administrator as identified in the ‘Essential requirements’.
The EPA will convene an expert board to carry out the competitive stages of the selection process to the highest standard of best practice.
