JOB PURPOSE: The job description for this role is generic and outlines the key responsibilities across project/programme development, co-ordination and delivery within the specified programme area. Applicants will be required to provide support to identified programmes of work within community development, which may change over time in line with service needs. Within the post there is an expectation that employees will be flexible in the areas of work to be covered. Employees may work in one or more of the following areas: community development, good relations, financial assistance, community facilities, health improvement. The initial programme area for the postholder is expected to be: PeacePlus Programme. This is a project supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). MAIN DUTIES AND RESPONSIBILITIES 1. Assist with a range of departmental development activities as directed, within a ‘One Council’ approach, in order to address quality of life issues, including peace and reconciliation 2. Implement the Programme through the effective management, development and delivery of the agreed programmes and projects in line with existing strategies and plans 3. Ensure projects, programmes and activities, delivered through the Programme Action Plan, comply with all funder, programme and legislative requirements in force at any given time. 4. Ensure that the Programme is effectively administered, to include the procuring of goods and services, and the proper management of budgets within the agreed budget limits and timescales, including the correct application of all relevant guidelines of both the funder and council. 5. Ensure a collaborative and co-design approach to project and programme delivery to include facilitating collaborative working across different themes within the Programme within the community development department as well as cross departmentally and with other relevant external stakeholders and partners. 6. Support the Programme Manager in the implementation and delivery of the Local Action Plans by liaising with appointed delivery agents to deliver and manage tenders and/or contracted projects. 7. Support the Programme Manager to collate and implement an Engagement Programme to be rolled out across the Borough, focusing on the most hard to reach individuals and communities. 8. Implement action plans including providing support for delivery agents to submit detailed management and financial reports, ensuring eligibility and monitoring of expenditure and milestones. 9. Prepare financial and progress reports for the Programme Manager, in keeping with external funding and Council guidelines that demonstrate robust monitoring and evaluation of all spend and related activities. 10. Provide advice, signposting and assistance to potential organisations and groups on opportunities for support within the Action Plan. 11. Work in partnership with key public agencies and personnel across the Council to develop working relationships for the effective delivery of the Programme. 12. Support the development and delivery of the PR/Communications for the Programme and funded projects which may include newsletters, a social media presence, updating web information and press releases and whilst ensuring adherence to funders publicity toolkit. 13. Engage, support and develop relationships with local communities to promote the aims of the Programme; encourage local support and participation; develop skills and knowledge within hard to reach individuals and communities in areas of deprivation 14. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation. 15. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and training • A third level qualification (i.e. HNC/HND, Level 4, Degree) in line with the Qualifications and Credit Framework (QCF) in a relevant discipline/subject such as community development, good relations and social sciences. • Two years’ experience of working with a range of stakeholders to include all of the following: ▪ Partnership working with community and statutory agencies; ▪ Delivery of funded programmes/ projects; ▪ Assisting with the development of action plans ▪ Project monitoring and evaluation; ▪ Project management; ▪ Budget and financial supervision. Driving

Access to a form of transport which will permit the post holder to carry out the duties of the post in full. Working Arrangements/Flexibility 37 hours per week, Monday – Friday 9.00 am – 5.00 pm. A flexible working hours scheme in operation. The postholder may be required to work additional hours and outside normal working hours to meet the needs of the post.
