Project Estate Officer
THE ROLE
The role of the Project Estate Officer is critical in Dublin City Council's estates, complexes, one-off housing units and group housing, e.g. Traveller Accommodation. Successful candidates may be based in one of a number of Council Area Offices or within the Housing Department, depending on the area to which they are assigned. Candidates may also be assigned to Traveller or Homeless Services where necessary.
The Project Estate Officer (PEO) provides advice to tenants and ensures that tenants' welfare is maintained. The PEO is responsible for providing an effective estate management service, responding to complaints or incidents of anti-social behaviour, promoting improvements within the area, giving advice to tenants, obtaining information regarding property vacancies, arranging for the prompt securing of vacant dwellings, liaising and collaborating with colleagues across Area Services, the Housing Department, other Departments and State Agencies as appropriate in the delivery of services, and monitoring inter-departmental functions within the area.
The role of the PEO also includes promoting and supporting area improvement initiatives and monitoring inter-departmental functions in their assigned areas.
THE IDEAL CANDIDATE SHALL- Have very good knowledge of the issues facing both Dublin City Council Area Services and the Housing Department.
- Have experience of working collaboratively with multiple stakeholders to deliver high-quality and cost-effective customer-centred services.
- Possess excellent communication and negotiation skills.
- Have the ability to engage with a wide range of people and maintain good working relationships.
- Be capable of working on their own initiative, in an independent environment and without constant supervision.
- Have an understanding of the changing operating environment in the Council and be capable of leading change in order to deliver quality services to citizens.
- Have an understanding of the representational role of elected members and the need to work with them to deliver quality services and implement policy decisions.
- Have a willingness to learn and adapt to the use of information systems and participate in appropriate training courses.
- Have a willingness to provide and receive appropriate training where required.
- Have a good knowledge and awareness of Health and Safety legislation and regulations, their implications for the organisation and the employee, and their application in the workplace.
- Have a good understanding of the role and duties of managers in workplace safety management.
- Contribute effectively to initiatives that modernise estate management procedures through the implementation of data systems to streamline the delivery of Housing Services.
Each candidate shall be of good character.
HEALTHCandidates shall be in a state of health that indicates a reasonable prospect of ability to render regular and efficient service.
EDUCATION, EXPERIENCE, ETC.Each candidate must, on the latest date for receipt of completed applications:
(a) Hold a relevant third-level qualification (Level 7 or higher on the National Framework of Qualifications) in one of the following areas, or equivalent:
- Housing / Estate Management
- Property Management
- Social Care / Social Work
- Community Development / Youth and Community Work
OR
Have significant relevant work experience in housing, community services, or public sector roles demonstrating equivalent competencies.
(b) Have strong interpersonal and communication skills.
(c) Have experience in the supervision and direction of staff.
Candidates Eligible Under Category (a) - Educational RequirementsCandidates are required to upload documentation for the qualification under which they are claiming eligibility with their online application. The onus is on the candidate to ensure that the correct documentation is uploaded along with the application form.
Non-Irish qualifications must be accompanied by a determination/comparability statement from Quality and Qualifications Ireland (QQI) to establish comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document.
Candidates who do not submit the required eligibility documentation by the closing date and time will be deemed to have an incomplete application, and no further consideration will be given to their application.
DUTIESThe duties of the post include, but are not limited to, the following:
Tenant and Stakeholder Engagement- Regularly engage with tenants, residents' associations, approved housing bodies, community groups and forums, and other stakeholders to support efficient and effective estate management services and vibrant communities.
- Work with the City Council's Community Section to establish and support Tenant and Resident Groups and promote community activities.
- Maintain strong working relationships with City Councillors, Public Representatives, Local Community Safety Partnerships, An Garda Síochána and other relevant groups.
- Prevent, investigate complaints and resolve incidents of anti-social behaviour, including working closely with An Garda Síochána and relevant Dublin City Council Departments and statutory agencies.
- Ensure compliance with tenancy agreements and take appropriate action on breaches, abandoned dwellings and illegal occupants.
- Ensure tenants' welfare is not disturbed by the improper conduct of others.
- Facilitate the installation, monitoring and appropriate access to CCTV systems in housing estates and complexes, ensuring GDPR and data security compliance.
- Attend court and give evidence when required, for example in cases involving breach of tenancy, CCTV or claims.
- Identify and address precinct improvement needs, such as grass cutting and painting, with relevant sections.
- Liaise with Housing Attendant Supervisors regarding the cleaning and upkeep of common areas.
- Work with Area Maintenance Officers and the Caretaker Service Coordinator regarding maintenance, repairs, void management and grounds upkeep.
- Attend meetings relating to estate improvements.
- Liaise regularly and collaborate with colleagues across Area Services, the Housing Department, other Council Departments and relevant State agencies to support efficient service delivery.
- Assist in redevelopment projects for housing complexes.
- Work with Dublin City Council Social Workers, tenancy support services and external agencies to address issues involving vulnerable tenants.
- Work with the Animal Welfare Unit on matters arising under the Control of Dogs Act 1986 and general animal welfare concerns.
- Advise tenants on the upkeep of their homes and provide information on changes in housing policy, including maintenance, allocations and rents.
- Engage with tenants and colleagues in sheltered housing and senior citizen complexes to resolve issues and maintain tenant welfare.
- Maintain files and provide required statistics and reports.
- Prepare files for court proceedings.
- Supervise staff as required.
- Attend Residents' Association and community meetings outside normal working hours.
- Attend relevant training courses as required.
- Carry out other duties as assigned.
In carrying out some of the above duties, there will be a requirement to work outside normal office hours, for example attendance at Council and Residents' Association meetings.
The particular duties and responsibilities attached to the post may vary from time to time without changing the general character of the duties or level of responsibility involved. The postholder may therefore be required to perform duties appropriate to the post other than those detailed above and to take instructions from, and report to, an appropriate Officer or such designated Officer as may be assigned by the City Council from time to time.
The duties of the post are to provide to the local authority and:
(a) The local authorities or bodies for which the Chief Executive is Chief Executive; and
(b) Any other local authority or body with which an agreement has been made by the local authority, or by any authority or body referred to in paragraph (a),
under the general direction and control of the Chief Executive or such officers as the Chief Executive may determine from time to time, such appropriate computing, technical, management, administrative, executive, supervisory, advisory and ancillary services as may be required in the exercise and performance of any powers, functions and duties.
The postholder shall also exercise such powers, functions and duties as may be delegated by the Chief Executive from time to time, including the duty of servicing all committees established by any such local authority or body. The holder of the post will, if required, act for an officer of a higher grade.
SALARYThe salary scale for the position of Project Estate Officer is:
€58,474 €59,869 €61,570 €64,767 €66,677 (Maximum) €69,051 (1st Long Service Increment - after 3 years satisfactory service on the Maximum) €71,437 (2nd Long Service Increment - after 3 years satisfactory service on the 1st Long Service Increment)
