Role Purpose

The purpose of this role within the relevant business unit and for HIQA as a whole:

HIQA promotes safety and quality in the provision of health and personal social services for the public benefit.

Successful candidates will join one of the following teams within the Health Information and Standards (HIS) Directorate:

  • Governance, Research and Strategy

  • National Care Experience Programme

  • Health Information Quality and Assurance

  • Health Information Standards

  • National Standards for Health and Social Care Services

This role includes leading key programmes of work, supervising interns or student placements (as appropriate), and potentially pursuing a postgraduate degree (PhD or Masters) related to the role.

Garda vetting is required on appointment and at intervals thereafter.

Manager
  • Team Management: Set direction, coach, train, develop, and manage recruitment and retention

  • Operational Management: Budgeting, planning, health & safety compliance, audits, risk identification, and continuous improvement

Role Specific TasksEvidence-Based Research & Information Analysis
  • Lead evidence reviews to inform:

    • National standards

    • Tools for implementing standards

    • National surveys and public consultations

    • Compliance assessments

  • Report writing and quality assurance

  • Data analysis and preparation of reports/presentations

  • Apply quantitative and qualitative research methods

  • Contribute to academic publications and grant applications

  • Share datasets where appropriate

Project Management
  • Lead HIS projects, including all project management elements: stakeholder engagement, risk, outputs, and reporting

Stakeholder Engagement, Collaboration & Customer Focus
  • Liaise with internal/external stakeholders

  • Facilitate events, workshops, and lectures

  • Develop engagement and communications plans

  • Represent HIQA on national/international committees

  • Manage public consultations and stakeholder feedback

  • Disseminate knowledge and project outcomes

Operational Tasks
  • Support core team functions: reporting, QA, audits, communications

  • Document management (SharePoint, databases, website)

  • Information governance: DPIA, Data Sharing Agreements

  • Other duties as required by manager/director

Qualifications

Essential:

  • Level 8 degree qualification in health/social care or another relevant area AND

  • Postgraduate qualification (NFQ Level 9 or higher) in one of the following:

    • Health services research, Public health, Evidence-based healthcare, Implementation science, Quality improvement, Health informatics, Health psychology, Learning technology, Epidemiology, Statistics, Project management, Public policy, Health services management, Governance, etc.

Experience

Essential:

  • Minimum 3 years experience in at least one of the following:

    • Research: e.g. systematic reviews, evidence synthesis, data analysis

    • Health information projects/systems

    • Development of evidence-based standards or policies AND

  • Minimum 3 years experience managing/delivering projects with multiple stakeholders AND

  • Have access to own transport and a valid driver’s license

Also Required:

  • Project lifecycle management

  • Evaluating information for quality and relevance

  • Report compilation and stakeholder coordination

  • Managing large volumes of complex information

  • Experience facilitating research/stakeholder groups

  • Strong communication and influencing skills

  • Mentoring and supporting team members

  • Administrative skills and ability to meet deadlines

Desirable:

  • Knowledge of health/social care in Ireland

  • Experience in:

    • Standards/policy development

    • Academic writing and publications

    • Data governance and protection

    • Implementation strategies and learning technologies

    • Data analysis tools (SPSS, Nvivo, Power BI, etc.)

    • Compliance assessments and audit

Principal Conditions of ServiceProbation

6-month probationary period

Pay
  • Entry point: €73,961 (Engineer II – PPC scale)

  • Scale: €73,961 – €90,198

  • Increments:

  • After 3 years’ satisfactory service at max

  • After 6 years’ satisfactory service at max

  • Salary may be adjusted per Government policy

Superannuation
  • Most new hires: Single Public Service Pension Scheme

  • Returning civil/public servants may retain prior scheme if gap <26 weeks

Annual Leave
  • 27 days per year, rising to 30 after 5 years’ service

Hours of Attendance
  • Minimum 35 hours per week

  • Additional hours may be required within legal limits

Blended Working Arrangements
  • Role requires 1–2 days/week in the office, remainder at home

  • Additional in-office time may be needed for onboarding or probation

  • HIQA follows Civil Service Blended Working Framework

  • Blended working is opt-in; details provided before start date
